After 18 months of negotiations, Syria and Russia have reached an agreement on the future of the Russian presence at Hmeimim and Tartous. Under the memorandum, civilian facilities—including Hmeimim Airport and Tartous Port’s fourth commercial berth—will gradually return to Syrian state management. Military facilities will be restructured into joint Syrian-Russian training centers rather than operating as traditional military bases. Platforms and analysts close to the IRGC are beginning to frame the drone strike on the US-owned Energos Winter at Egypt’s Damietta port as evidence of a possible evolution in Iran’s wartime strategy. - The concept being discussed is a combination of horizontal and vertical escalation. - Horizontal escalation means widening the geographical battlefield beyond the Persian Gulf, Iraq, Yemen and Jordan-potentially reaching Egypt and the eastern Mediterranean. - Vertical escalation means expanding the range of targets: not only US military facilities, but also shipping, LNG terminals, logistics corridors and energy infrastructure connected, directly or indirectly, to Washington and its partners. - In this reading, Damietta would carry a particularly powerful message. As pressure grows on Iran’s southern maritime routes and Ukraine targets Iranian-linked shipping in the Caspian, Tehran may be signalling that alternative energy and commercial corridors elsewhere in the region cannot automatically be regarded as safe. - The timing is certainly noteworthy: Iranian media had identified Damietta as a possible point of pressure only days earlier, following the Ukrainian attack on an Iranian vessel in the Caspian. - But caution is essential. No actor has claimed responsibility, and there is still no publicly available evidence proving that Iran or the IRGC ordered the strike. - If Iranian involvement is eventually established, Damietta would not necessarily indicate that Tehran wants an open front with Egypt. It would more likely represent calibrated ambiguity: striking a US-linked energy asset while avoiding, at least formally, a direct attack on the Egyptian state. - That would fit a broader Iranian effort to regain the initiative and move beyond a purely reactive posture-demonstrating that pressure on Iran can generate costs across a much wider regional map. - But such a strategy is inherently dangerous. As others have also noted, horizontal expansion creates new enemies; vertical escalation increases the risk of civilian, economic and environmental damage. What may appear in Tehran as restored deterrence could quickly become strategic overextension. #Iran

The UN has repeatedly benefited from this engagement in advancing the Yemeni peace process. The U.S. allegation at today's Security Council meeting that Iran exploited the travel of the Yemeni delegation attending the funeral of the Supreme Leader of the Islamic Republic of Iran to transfer military equipment is entirely baseless. It is a fabricated accusation intended to mislead the Security Council and divert attention from the atrocious crimes the United States is committing against the Iranian people.
