Ramsey County Attorney John Choi and Attorney General Keith Ellison filed civil lawsuits against two rival Somali gangs — Muddy (a younger subset of the Somali Outlaws) and The Ville — after one of them posted on social media advertising “the biggest battle of the summer” at the 2026 State Fair. These groups have already turned the Fair and other public events into their battlefield: • 2024 last night of the Fair: triple shooting just outside the grounds, 53 shell casings recovered. Ville members were “hunting” Muddy members. • 2025: large fight near the Midway that caused panic among families. • Shootings tied to them at Burnsville High School graduation and Metro State graduation. The 10 named members collectively have more than 40 arrests for things like machine-gun possession, firearm assaults, aggravated robberies, and threats. Instead of charging the advertised fight as a threat or conspiracy, or using the mountain of existing criminal cases, prosecutors used a 2007 civil “gang nuisance” statute. They asked a judge for a “safety zone” around the Fairgrounds so they could more easily arrest anyone who violates it. Then they cut a deal: several of the named guys (including Omar Abdulawahab Mohamed, Imran Abdi Habib, and Hamza Muny Haji-Sufi) agreed in a court stipulation to stay away from the Fair and the safety zone. If they keep the bargain, they get dismissed from the lawsuit. That’s the punchline. Minnesota’s government and courts are now treating violent gang members like parties in a contract. “Skip the corn dogs and we won’t keep suing you.” Violation of the injunction is basically a misdemeanor or civil contempt. Ramsey County Sheriff Bob Fletcher has been blunt: Somali gangs have been responsible for at least 14 homicides and more than 100 shootings in the last couple years, including at mass public events. He has said the problem is “nonstop and out of control.” This is the culture. Years of failed enforcement, failed integration, and political reluctance to treat these groups as the organized violent enterprises they are. The State Fair — the one event that still feels like old Minnesota — now requires special legal zones and handshake deals with people who have already shot the place up. That’s why people are disgusted. A functioning state would have these guys in prison or on the run, not sitting across the table from the Attorney General’s office negotiating attendance at the Fair.
