IGCEP's Executive Summary on Page 1 states the load factor has declined from 70-73 percent to 58-60 percent — fixed costs already being spread over fewer units. Section 3.7.7 on Page 24 states that the load trend is "DECREASING the utilization of power plants." The authors know. They put it in writing. But someone on top overruled them and filed the plan anyway. The most serious omission in your response is WAPDA cost overruns — not mentioned once in 20 tweets. IGCEP uses approved PC-I figures for Diamer Bhasha, Dasu, Mohmand, and Tarbela Extension-5. But every major WAPDA project has exceeded its PC-I — often by multiples of 3 or more— and every overrun has been charged to consumers with no cap and no consequence for the developer. Neelum-Jhelum was approved in 1989 at Rs. 15 billion. By its fourth revised PC-I it reached Rs. 507 billion — a 3,300 percent overrun. The Auditor General declared it a failure of planning and execution. It remains shut even today due to a tunnel collapse for the second time. The surcharge is still on every consumer bill. Diamer Bhasha was approved in 2018 at Rs. 479 billion. The water component alone is now Rs. 1,400 billion — the CDWP reviewed it two days ago with the Planning Minister Ahsan Iqbal @betterpakistan expressing serious concern. (Btw I support the building of the water reservoir with provision for installing turbines later if and when needed. There is no need now). Tarbela 5th Extension was approved in 2016 at Rs. 82 billion. The same CDWP meeting cleared it at Rs. 316 billion — a 285 percent increase. The original Tarbela Dam had a 300 percent overrun. IGCEP contains no cost overrun scenario for any of these projects. None. You say future capacity is indigenous with no imported fuel. Agreed — correct direction. But the dams or any other power plant built by using dollars will require debt servicing in dollars and will require foreign exchange even if fuel is not imported. Also dams are multipurpose national assets. They provide water storage, irrigation, and flood control. The National Electricity Policy 2021 Annexure 1 specifically provides that the cost differential above least-cost market rates for strategic projects should be funded by the Government through PSDP — not charged to electricity consumers. IGCEP does not apply this provision to any committed project. The full capital cost, debt service, return on equity, and all overruns are projected onto consumer capacity charges. That is one more reason why the tariff goes up. You argue that as demand grows CPP per unit will fall because of fixed costs spread over more units. The economic logic is correct. But the power sector’s actions are defeating this logic. Since utilisation improvement reduces fixed cost per unit, then utilise the 33,000 MW or more we already have — do not add 14,000 MW more on top. Pakistan can generate 200,000 GWh, generates approximately 130,000 GWh per year and sells only 111,000 GWh — 19,000 GWh lost in transmission, distribution and theft, worth over Rs. 570 billion a year. Cutting those losses in half delivers the equivalent of thousands of megawatts at zero capital cost. Fix what we have before adding more. I said it before: when you are in a hole the first thing you need to do is stop digging. ISP 2025-35 must be sent back to ISMO. NEPRA should not approve it in this form. ISMO must publish year-wise PKR tariff projections for every scenario from FY2026 to FY2035. WAPDA projects must be modelled with 100 percent cost overrun scenarios showing the consumer tariff impact. The electricity cost component of every strategic project must be financed by the private sector with no government guarantee. And no project should be in IGCEP unless it demonstrably decreases the consumer tariff toward 6 to 9 cents — not increases it. The purpose of investing in our power sector is to make electricity affordable. If US$57 billion cannot guarantee that, the plan has failed before it has begun. (2/2)
