По его оценке, Россия научилась воевать значительно эффективнее и постепенно переходит к стратегии тотальной войны, соединяя превосходство в людях и промышленном производстве с быстрым технологическим развитием. Главным преимуществом Украины долгое время была скорость инноваций: небольшие команды военных, инженеров и оборонных компаний могли за считаные недели разработать новую систему, испытать ее на фронте и усовершенствовать. Российская военная бюрократия за этим не успевала. Теперь, предупреждает Шмидт, это преимущество быстро исчезает. Россия не только массово производит оружие, но и сама научилась быстро адаптироваться: на украинские дроны-перехватчики она ответила более быстрыми реактивными "Шахедами", а теперь создает и собственную спутниковую группировку, способную конкурировать со Starlink. Поле боя при этом изменилось до неузнаваемости. Командиры находятся глубоко под землей, тысячи беспилотников ведут разведку, доставляют грузы и атакуют людей и технику. По данным, которые приводит Шмидт, около 80% украинских потерь происходит при перемещении военнослужащих между позициями. Главный вывод Шмидта: Украине недостаточно отдельных партий западного оружия. Запад должен фактически включить украинский ВПК в собственную оборонную промышленность — совместно производить оружие, вкладываться в украинские предприятия и массово поставлять перехватчики, боеприпасы и дальнобойные системы. "Восхищение украинской стойкостью — не стратегия", — заключает Шмидт. За четыре года Украина выиграла для Запада время "кровью своих солдат и изобретательностью своих инженеров". I don't see how. As I have argued many times, your assumption – that net capital inflows must drive down US interest rates – makes no sense. It requires that there be only one way a country can accommodate net inflows, and of course this simply isn't true. -If net inflows fund much needed domestic investment in an economy with high investment needs and scarce saving (i.e. a rapidly-growing developing economy), they would indeed do so by reducing interest rates. This was the case for the US in the 19th Century, but it is no longer the case today for any advanced economy. -If net inflows caused a rise in domestic US unemployment (Joan Robinson's beggar-thy-neighbor case), the resulting economic slowdown would probably be accompanied by a decline in interest rates. In that case net inflows would also "cause" a decline in interest rates. -But if the Fed responds to the possibility of higher US unemployment by easing, and encouraging enough of a rise in household debt to balance the extent to which net domestic demand flows abroad through the trade deficit, then domestic debt rises in line with foreign demand for domestic debt, and so there is not predictable impact on the interest rate. -Similarly, if Washington responds to the possibility of higher US unemployment by expanding the fiscal deficit by enough to balance the extent to which net domestic demand flows abroad through the trade deficit, then, again, domestic debt rises in line with foreign demand for domestic debt, and so there is not predictable impact on the interest rate. -On the other hand if net inflows drive up asset prices, the wealth effect can drive down household saving (i.e. drive up household consumption) by enough to balance the extent to which net domestic demand flows abroad, in which case there is, once again, no predictable impact on interest rates. In the late 1920s, the wealth effect may have actually resulted in a rise in interest rates. The point is that the latter three cases are far more likely in the case of the US than the former two, which suggests that it is wrong to insist that net inflows must drive down interest rates. If we were looking for evidence that net inflows correspond more to higher household and fiscal debt than to higher investment or unemployment, we would want to see household and fiscal debt begin to rise just as trade imbalances began to soar in the late 1970s, which of course is what seems to have happened, not just since the late 1970s but also in the past few months. What I find far harder to understand is the claim made by you and others that Chinese savings have been forced up because of their need to accommodate low saving in the US. If every country in the world saved slightly more than it invested, the claim that this was in response to domestic US conditions would seem a little more plausible, but when excess saving is so heavily concentrated in a handful of countries, and especially concentrated in China, it seems to me that we must accept that countries like China possesses at least some degree of agency in determining their domestic imbalances, and if thse result in very high saving relative to investment, this excess must be absorbed by someone. I also reject your "strong version" of my claim, i.e. that the only thing that affects US financial and monetary conditions is the extent of net capital inflows. Not only have I never made this argument, but I suspect no one in history has ever made the argument. Of all the straw men in economic debates, this is probably the one that least needs to be kicked down. The actual claim is that for any country, its external imbalance must always be perfectly consistent with its internal imbalance. In that case anything that forces a change in the external imbalance must force a change in the internal imbalance. This change can occur in many ways, intermediated by domestic institutions and conditions, but it must occur.
