The Rwandan High Commission in Abuja, together with the Rwandan community, Nigerian government officials, diplomats, business leaders, and friends of Rwanda, celebrated the 32nd Anniversary of Rwanda’s Liberation (#Kwibohora32).
Ambassador Moses Rugema reflected on Rwanda’s transformation since the 1994 Genocide against the Tutsi, highlighting the country's unity and resilience while emphasizing that regional peace, security, and stability are indispensable to achieving its aspirations. He also underscored the strengthening ties between Rwanda and Nigeria through trade and connectivity.
Representing Nigeria, Amb. Babagana Wakil, Chief of Protocol @NigeriaMFA, commended Rwanda’s progress and reaffirmed the growing bilateral partnership and shared commitment to Africa’s development.

High Commissioner Amb. Moses Rugema addressed Course 34 participants from @NigeriaNDC following their Geo-Strategic Study Tour to Rwanda on “Ecotourism and Economic Development in Rwanda: Lessons for Nigeria.”
He noted that Rwanda’s ecotourism model was anchored on its broader national vision 2020 that placed sustainable development, environmental protection, and inclusive growth at the centre of public policy. He emphasised the important role of leadership, strategic planning, community participation, security and stability.
Highlighting Nigeria’s vast ecological, cultural, and human resource potential, he underscored opportunities to advance ecotourism as part of its economic diversification agenda. In that regard, he reaffirmed Rwanda's commitment to strengthening cooperation and knowledge-sharing with Nigeria to promote African-led sustainable development and economic transformation.

Approximately 250 participants, including Government of Nigeria officials, members of the diplomatic corps, representatives of international organizations, and friends of Rwanda, joined the Rwandan community for the 32nd Commemoration of the 1994 Genocide against the Tutsi.
Ambassador Moses Rugema delivered remarks emphasizing the importance of transforming remembrance from a solemn ritual into a shared responsibility—one that directly confronts both the historical truth of the 1994 Genocide against the Tutsi and the evolving threats that continue to enable similar atrocities today.
He underscored the deliberate and premeditated nature of the genocide, emphasizing that it was neither spontaneous nor accidental. He also reflected on the international community’s indifference and mischaracterization of events, while recognizing the moral clarity demonstrated by voices at the UN Security Council, including Nigeria’s then Permanent Representative to the UN, Prof. Ibrahim Gambari.
The Ambassador highlighted Rwanda’s post-genocide trajectory, emphasizing the commitment to unity, reconciliation, and institutional strengthening as a foundation for preventing future atrocities.
He emphasised that genocide ideology, denial, and distortion persist and are being amplified by digital platforms and emerging technologies, including artificial intelligence. He highlighted ongoing threats in the Great Lakes region against Tutsi communities, including the Banyamulenge, and underscored that silence in the face of such threats constitutes complicity.
Ambassador Rugema concluded that “Never Again” must be upheld as a continuing commitment, advanced through collective responsibility, vigilance, and education.
Representing the UN Resident Coordinator and Humanitarian Coordinator a.i., @BeatriceEyong delivered the statement of the UN Secretary-General. She paid tribute to the resilience of survivors and acknowledged the international community’s failure to respond decisively during the genocide. She called for strengthened global commitment to the Genocide Convention and enhanced collective efforts to prevent mass atrocities.

Ambassador @MosesRugema attended the National GovTech Policy Roundtable 2026, co-convened by the Office of the Deputy Speaker, House of Representatives (@OfficialBenKalu), @naltf_ng, and @govtech_africa.
He shared perspectives on Rwanda’s digital journey highlighting sequenced and citizen-focused processes anchored on policy, legal safeguards, infrastructure, digital platforms, and capacity building. This has delivered over 51 million transactions via Irembo and raised digital literacy to over 75%.
He emphasized deliberate planning, trust-building, inclusion, and measurable impact as essential to sustainable digital governance.

CLARIFICATION OF INCIDENT AT WASHINGTON DC HOTEL
An unarmed member of the security detail of a Rwandan VIP staying in a Washington DC hotel inadvertently encountered security agents of a DRC delegation in a hotel hallway accessible to all guests. Both delegations were staying at the same hotel.
The Rwandan detail member was briefly restrained from accessing the elevator by the DRC security agents, which was inappropriate and wrong behavior in a common area, but the matter was eventually resolved without further escalation.
Following this incident, the Rwandan party made a decision to change hotels, but were harassed and filmed by unknown persons as they checked out and departed. Despite this provocation, the Rwandan team was restrained and professional at all times, and carefully avoided any confrontation.
There has been gross misrepresentation of what transpired, including blatant dishonesty by the DRC Minister of Information in a press conference last night. These contemptible lies should be disregarded and condemned.
