As Iran and the United States pursue a negotiated settlement, Israel is acting in ways plainly calculated to destroy it. The Security Council should respond by adopting a resolution under Chapter VII of the Charter to restrain Israel, consistent with its responsibility to maintain international peace and security. The United States has no basis for obstructing such a measure. Under the terms of its memorandum of understanding with Iran, it is obliged to support it. To introduce the resolution would be to honor that commitment. To veto it would be to violate it. Israel stands accused of genocide before the International Court of Justice. Senior Israeli officials are the subject of arrest warrants issued by the International Criminal Court for war crimes and crimes against humanity. Israel has used force against Iran and Lebanon in violation of Article 2(4) of the Charter and has repeatedly displayed contempt for the international legal order, declaring the Secretary-General persona non grata, disparaging the United Nations from the General Assembly podium, and openly harassing Special Rapporteurs. A member state that conducts itself in this manner, and then seeks to sabotage a peace process under the Council's watch, falls squarely within the Council's remit. Washington has no excuse for refusing to use this mechanism. Bringing such a resolution forward would not be a concession. It would simply amount to carrying out its own obligations. The resolution would do no more than protect the diplomatic process the United States itself chose to pursue. To veto it would mean siding with the party seeking to wreck that diplomacy. It would constitute an act of bad faith, defeating the object and purpose of the memorandum of understanding and undermining the credibility of American diplomacy.
