In 2011, Joseph Mizzi travelled to Zambia to donate bicycles to schoolchildren. He arrived and found that the reason children needed bicycles was a seven-kilometre walk to the nearest school, each way. He went back to New York and built something more permanent instead. What followed was a school, a health clinic, teacher housing, and landscaping across 100 acres in Chipakata Village. The design breaks from the standard linear classroom block separating rooms, opening space between them, placing everything under a wide metal canopy that lifts above the roofline to let heat escape and air move through. Masonry base. Timber. Local materials throughout. The community pavilion was raised with the participation of the village people themselves. The agricultural fields surrounding the school generate food for the students and income for the facility. The school funds itself by feeding the land that feeds it back. This is what aid to Africa should look like. Not a cash transfer that dissolves into overhead and corruption before it reaches a child. A building. A field. A skill transferred to the hands that will maintain it after the donor has gone home. Infrastructure that the community owns because the community built it. Cash is the easiest thing to give. It is also the easiest thing to lose. Permanent structures, working land, and trained local hands are harder to misplace. The most important thing America exported in the post-WWII period was not consumer goods. It was not democracy. It was not culture, though that came close. It was the dollar. The Bretton Woods system made the dollar the global reserve currency. Every country that wants to trade internationally needs dollars. Every commodity, especially oil, is priced in dollars. Every country must maintain dollar reserves. The United States can run trade deficits indefinitely because demand for its currency is structurally guaranteed by the architecture of global trade. This is called "exorbitant privilege," a phrase coined by a French finance minister in the 1960s who understood exactly what it meant. It means the United States gets to consume more than it produces, indefinitely, because the world needs its currency. It means sanctions are a weapon of mass economic destruction because cutting a country off from dollar systems is cutting it off from the global economy. It means the Federal Reserve's domestic monetary policy decisions, interest rate changes made for American economic reasons, immediately affect the debt servicing costs of every country that has borrowed in dollars, which is most of them. No one elected the Federal Reserve to govern the global economy. It governs the global economy anyway. The ladder was not just industrial policy. The ladder was also this. The ladder was the whole system.
Here is the complete architecture of how you keep a poor country poor while convincing its educated class that this is their own fault: Step one: During colonialism, extract capital, destroy domestic industry, structure the economy around export of raw materials. Step two: Grant formal independence while maintaining the economic structure, the debt obligations, the currency arrangements, and the trade relationships established under colonialism. Step three: When the economy underperforms, as it must, being structurally designed for extraction, not development, offer loans conditional on policies that deepen the existing structure. Step four: Train the country's economists in Western universities where the theories taught do not acknowledge steps one through three as economically relevant. Step five: Staff international institutions and domestic finance ministries with these economists. Step six: When the policies fail, attribute failure to cultural factors, corruption, and weak institutions. Step seven: Publish a report with recommendations. Step eight: Return to step three. The machine runs on its own now. The colonial administrator retired. The indebted finance minister presenting his structural adjustment plan to the IMF board doesn't think of himself as administering colonialism. He has a PhD from LSE. He genuinely believes the model. This is not a conspiracy. It is an education system.

BBC BROKE EQUALITY LAW AND GOT CAUGHT Carrie Gracie spent 30 years at the @BBC. She spoke fluent Mandarin. She ran the Beijing bureau. She was one of four international editors, two men and two women. Then in 2017 the BBC was forced to publish salary data. Gracie looked at what her male equivalent, the North America editor, was earning. He was on nearly double her salary. She had explicitly said equal pay was a condition of taking the China role. The BBC agreed. Then quietly paid her far less anyway. She asked for equal pay. The BBC offered her a raise that still left her below the men. She turned it down. She resigned from the China post in January 2018 and published an open letter telling the licence fee public exactly what their broadcaster was doing. The BBC then put her through nearly a year of an internal grievance process that went nowhere. It took three meetings with the Director-General and the threat of an employment tribunal before she got a public apology and the backdated pay owed to her. The total came to £361,000. She donated every penny to the Fawcett Society (@fawcettsociety), the gender equality charity. She said the fight was about principle, not the payout. A publicly funded institution, legally obligated to follow equality law, paid women less than men in identical roles, got caught, dragged it out for a year, and only coughed up under threat of a tribunal. That is not a pay oversight. That is a policy. Gracie did not ask for a favour. She asked for what she was owed. The BBC made her fight for it like it was a privilege. They could barely bring themselves to say her name and when they did used the dog whistle “Hezbollah aligned” in order to dehumanise Amal and justify her killing by I$rael. Amal Khalil was a friend to me and many others having worked in the field since the 2006 war. What she did was unique, reporting from the south and raising the voices of the people there who are subjected to brutal treatment and attacks from I$rael. Amal had herself received numerous death threats, some warning her to leave and if she didn’t her head would be removed from her shoulders. It’s a testament to her that she defied those threats and up until the end continued to expose I$raeli war comes. She was a brave and courageous journalist, a daughter of the south and her mic and her pen was a tribune of the people. This is what made her so dangerous, with I$rael fearing a camera and a pen more than a Hezb0llah fighter. Her body wasn’t “found under the rubble” as though it had been mysteriously placed there. I$rael targeted a car in front of her, when she sheltered in a building it was struck collapsing it, then the emergency operations were delayed for at least 7 hours as ambulances and civil defence workers were fired on. This was a deliberate assassination and a war crime. But try as they might they will never stop journalists here from reporting the truth.
