It's not clear that productivity is as bad as is made out. Take the RBA staff claim of 3% pa for 3 years. This is reasonable in many ways but how can they ever say their productivity has increased? Productivity in the servies sector more broadly is impossible to measure - the RBA is just one example. How is productivity measured for footballers, teachers, air traffic controllers, fire fighters? To name a tiny part of the services economy.
