Cuba is not a tourist destination. Cuba is a nation where millions of people have lived for decades without basic freedoms under a communist dictatorship. Standing outside the United Nations today, my message is simple: the world must not ignore the reality facing the Cuban people. For more than 67 years, the Cuban regime has denied fundamental freedoms, imprisoned dissidents, silenced independent voices, and forced generations of Cubans to flee their homeland in search of liberty and opportunity. It is a contradiction for a regime accused by many human rights organizations of serious human rights violations to hold positions of influence within international human rights bodies. The focus should be on the Cuban people and their right to freedom, democracy, free elections, freedom of expression, freedom of religion, and respect for human rights. The world must stop looking away. The Cuban people deserve freedom, dignity, and the opportunity to determine their own future. Cuba no es un destino turístico. Cuba es una nación donde millones de personas han vivido durante décadas sin libertades fundamentales bajo una dictadura comunista. Frente a las Naciones Unidas hoy, mi mensaje es simple: el mundo no puede seguir ignorando la realidad que vive el pueblo cubano. Por más de 67 años, el régimen cubano ha negado libertades fundamentales, ha encarcelado a disidentes, ha silenciado voces independientes y ha obligado a generaciones de cubanos a abandonar su patria en busca de libertad y oportunidades. If there’s an embargo or blockade against Cuba, how did humanitarian aid from many countries reach Cuba just in the last few months? There is no ring of U.S. Navy warships blocking aid going into Cuba. It’s a lie. In fact, the United States has sent over $100 million in aid to Cuba just this year.

If there’s no money in Cuba for fuel or food or medicine, how is there fuel for the Castro private family jet? How does the Cuban president afford his Hermes ties and Montblanc pens? How do the Castros maintain their 17 homes?

For decades, the Cuban Institute of Friendship with the People – or “ICAP” – has been a vehicle for radical left-wing extremism and subversive foreign influence in the United States and across our hemisphere. ICAP is the Cuban regime’s premier influence and intelligence front group, exploiting its vast global network to spy on Americans, promote anti-Western propaganda, coordinate foreign influence operations, and organize revolutionary leftist movements around the world. Earlier this month, I designated ICAP and several other Cuban organizations responsible for engaging in subversive anti-American activities, pursuant to sanctions authorities created by President Trump’s Cuba Executive Order. This week, I terminated the legal status of Carlos Antonio Lloga Dominguez, a former ICAP official who maintains ties with the organization. Lloga Dominguez and his wife and son are now in federal custody pending removal from the United States. America will never become home for foreign communists who peddle propaganda, run subversive influence operations, or support radical anti-American movements within the United States. Transact with ICAP and you will be sanctioned, prosecuted or deported from our country.

The situation in Cuba is devolving as the island’s corrupt, brutal and anti-American Communist regime continues to prioritize its own total control over the freedom, opportunity and basic wellbeing of the Cuban people. The Cuban military-controlled conglomerate GAESA has persistently served as the main vector for regime elites to steal the island’s few resources, diverting them for repression, anti-American subversion and spying instead of schools, power plants, and basic necessities for the Cuban people. Today, I designated additional GAESA network entities associated with moving both its money and its physical assets, as well as entities responsible for exploiting Cuba’s mineral and metal reserves for ill-gotten profit. Anyone providing services to these sanctioned actors is at risk of being sanctioned themselves. Foreign banks and other companies that provide services to these entities should freeze those activities immediately.

For decades, the regime has stolen and hoarded available fuel — using it for the Castros’ private jet, the security services forces used to repress the Cuban people, to keep empty tourist hotels lit up, and to bus people in for fake protests and political stunts — all while the Cuban people have suffered blackouts and waited weeks to fill their cars. President Trump wants a new future for the Cuban people with greater economic and political freedom and opportunity.
