You are wrong. Every applicant for a visitor visa must specify in explicit fashion their purpose for visiting on the application. If the purpose is to reside at a known "birthing facility" -- of which there are several on the West Coast that host pregnant Chinese nationals -- and that is not set forth in the visa application, then the applicant has violated the law when coming to the U.S. for that purpose.
