The entry into force date of the 2010 HNS Convention is confirmed as 29 November 2027! This long-anticipated announcement follows the submission by all 12 Contracting States to the Convention of their reports on contributing cargo receipts for 2025, and the fulfilment of the final criteria required to trigger the 18-month period before the entry into force of the Convention. Now that the date is confirmed and following a number of key decisions by 1992 Fund Member States in May, the IOPC Funds’ Secretariat, in close cooperation with the IMO Secretariat, will increase its work as part of a structured plan to ensure all necessary arrangements are in place for the smooth implementation of the Convention and establishment of a robust, secure and fully functioning HNS Fund. The IOPC Funds’ governing bodies are meeting today and Friday at the headquarters of @IMOHQ in London. Representatives from Member States, observer States and international organisations are taking part in discussions on key issues related to the international liability and compensation regime for oil pollution damage. Today’s discussions cover procedural matters, incidents, and compensation matters, as well as financial, administrative, and treaty-related matters such the 2010 to the HNS Convention. Huge milestone for international maritime liability and compensation regime: four States deposit instruments of accession/ratification to the 2010 HNS Protocol! Belgium, Germany, the Kingdom of the Netherlands and Sweden have become the latest States to deposit instruments of accession/ratification to the 2010 HNS Protocol, bringing the number of Contracting States to 12 and fulfilling a key requirement for the Protocol to enter into force. The four States deposited their instruments with the Secretary-General of @IMOHQ at an event held during the 113th session of the IMO Legal Committee in London on 14 April 2026. IOPC Funds’ Director, Gaute Sivertsen, congratulated the States on this important step, noting that it marked a major milestone for the maritime community and generated further momentum towards the entry into force of the 2010 HNS Convention. He reaffirmed the IOPC Funds Secretariat’s readiness to undertake the necessary preparations in support of the entry into force of the Protocol and the convening of the first session of the HNS Fund Assembly. Once all Contracting States have fulfilled their reporting requirements by the end of May 2026, the 18-month countdown to the long-awaited entry into force date will begin.
