THE QUIET RISE OF AMERICA’S AI SURVEILLANCE NETWORK Flock Safety “license plate readers” are quietly building an AI-powered surveillance grid that logs where millions of ordinary Americans drive, work, worship, and live every day. Police across the country have already been caught abusing these systems to stalk and harass people, and even the LAPD has now let its Flock contract expire over civil liberties and privacy concerns. In Cleveland, elected officials voted down a renewed Flock contract, yet the cameras stayed on, and police kept using them anyway, raising serious questions about who actually controls this and who owns the data it collects. Flock’s Nova platform is designed to fuse license plate data with other records into a Google-style “people search” for law enforcement, making it easier than ever to build detailed profiles of ordinary citizens. This isn’t a hypothetical future. It’s already here and expanding. The real question now isn’t whether these systems can help solve crimes; it’s whether we’re sleepwalking into a permanent AI surveillance state where every drive, visit, protest, clinic stop, or church service is logged, stored, and ready to be used against us the moment someone in power decides we’re a problem.
