🌍 While the world debates climate policy at global summits, #PACJA is quietly doing something equally important — building the local foundations that make those policies real. The GUARD Plus project (Galvanizing and Unifying African Voices for Resilient Development) is a pan-African initiative led by PACJA, funded by Sida, and implemented in Morocco alongside AESVT Maroc and AMCDD - Alliance Marocaine pour le Climat et le Développement Durable. Its premise is straightforward: global climate commitments mean nothing if the communities they are supposed to protect have no voice in shaping them. In Morocco, GUARD Plus has been doing exactly that — convening teachers, local governments, mining experts, health professionals, youth, women and civil society around one shared question: how do we make climate action work here, for the people who live here? From classrooms in Rabat to mining schools in the capital, from One Health workshops in Casablanca to financing dialogues on Morocco's NDC 3.0 — the project has been connecting the dots between global climate ambition and local reality. 🌍⚡ The green transition is coming for Africa's resources. The question is — on whose terms? #PACJA's Philip Kilonzo took the floor at the Shared Responsibility in Green Industrialisation and Climate Justice roundtable — a FEPS fringe event at S&D Africa Days — and reframed the entire conversation from the ground up. His central proposition was unambiguous: the defining political question for Africa and Europe is whether the green transition will dismantle or reinforce the structures of inequality that have historically constrained Africa's development. He laid out six dimensions of what genuine shared responsibility must look like: 🔹 Value addition — Processing and beneficiation must happen in Africa, not just extraction 🔹 Climate finance — Public finance at scale, not private finance that shifts goalposts 🔹 Policy coherence — Trade, finance, technology and debt must speak the same language 🔹 Energy justice — 630 million Africans without electricity. Ignoring this is green extraction, not green transition 🔹 Ownership — Patents, technology and supply chains remain externally controlled. That must change 🔹 Debt restructuring — Africa cannot invest in its future while servicing external debts The room sharpened the conversation further: 💬 "They are not critical minerals. They are strategic minerals" — strategic for Africa's development, jobs and social security. Terminology shapes agenda. Africa must own its narrative. 💬 Green jobs cannot become another sector where expertise is imported while Africa's youth remain unemployed. Every green investment must carry binding commitments to train locals and transfer technology. 💬 Communities are not being consulted when mining licenses are granted. Land is cultural. You cannot tell people to move so lithium can be extracted. 💬 One European voice named the pattern plainly: "We think we know best. We bring our people, our knowledge. Only when the revenue dries up do we let it transition to something local. We need to cut this off." The closing message from FEPS Vice President Uwe anchored it all: shared responsibility means differentiated responsibility for a joint future — requiring a mentality change on both sides. European institutions must move beyond their Western-centric lens. African governments must be accountable to their own communities. 💡 Yesterday's conversation in Brussels left no room for comfortable silence. At the Tax Justice & Financial System Reforms roundtable — a FEPS Europe fringe event at S&D Africa Days — African and European voices came together to confront a system that has, for too long, worked against the continent it was supposed to serve. The numbers tell a brutal story: 🔹 All 55 African countries are IMF members — yet hold only 6.5% of voting rights 🔹 The DRC holds 76% of the world's cobalt — yet refines only 3%, earning $7 million while the same cobalt generates $6 billion once processed elsewhere 🔹 Africa loses an estimated $1 trillion through repatriation and excessive tax incentives to multinationals 🔹 70% of Nigerian businesses run on diesel — yet face carbon taxes routing $9 billion annually into EU budgets for an emission profile forced upon them by decades of refused financing The solutions on the table were bold and specific — from binding value addition clauses in Economic Partnership Agreements, to recycling CBAM revenues back to the countries whose exports generated them, to the UN Tax Convention as the most promising lever for reforming rules that were never written with Africa in mind. One line from the room summed it up perfectly: "We make the value. But someone else gets the money." That has to change. We closed our #SB64 itinerary in Bonn the way we started it — with Africa's future at the center of the conversation. Our final side event tackled one of the most critical — and most overlooked — dimensions of the just transition debate: critical minerals and what Africa's role in the global value chain must look like. The world needs Africa. That is not an opinion — it is a geological fact. The minerals that will power the global energy transition sit beneath African soil. But if history is any guide, need alone has never guaranteed justice. Here is what PACJA put on the table: 🔹 Transition is inevitable — but it must not repeat the extraction trap. The world cannot pursue energy transition on the backs of African communities through the same unjust extractive models that have left the continent vulnerable for generations. 🔹 Africa must move up the value chain. From raw extraction to processing, manufacturing and the production of high-value end products — this is the shift that transforms critical minerals from a resource curse into a continental opportunity. 🔹 Just transition creates jobs and revenue that fund adaptation. A continent that earns fairly from its own resources is a continent better equipped to protect its communities from the climate crisis it did not cause. 🔹 Regional collaboration is the multiplier. Africa's comparative advantages across countries are strongest when leveraged together — through regional value chains that keep the economic benefits on the continent. "Fostering Africa-Europe Climate Diplomacy and Cooperation: On the Road to COP32 and Strengthened Africa-Europe Climate Partnership" The room carried weight. 🌊The ocean is not a side issue in the climate crisis. It is at the heart of it. Yesterday, #PACJA joined @WWF and other partners for a high-level consultative dialogue at #SB64 on "Raising Ambition on the Oceans-Climate Nexus" — an urgent conversation that is long overdue on the multilateral stage. Representing PACJA was Philip Kilonzo, Head of Policy, Advocacy and Communication, who brought to the table the Alliance's track record in building exactly these kinds of cross-agenda synergies — from dialogues hosted at the Africa Pavilion at COP30 in Belém, to the recently concluded 7th Africa Climate Talks at AFRSD. Philip underscored what PACJA has championed consistently: that biodiversity — including ocean biodiversity — must sit at the centre of climate action, not on the margins. And that achieving this requires robust, inclusive processes that bring non-state actors meaningfully into the conversation — not as observers, but as drivers of change. The dialogue surfaced a hard truth: the ocean remains remote to most civil society actors driving climate action. Siloed implementation of multilateral agreements continues to block the very synergies needed to secure a climate-resilient future. National level action and global reform are two critical levers that must be pulled — together. One thing is clear: biodiversity conservation without integrity is greenwashing. And PACJA will continue calling it out. The green transition conversation is incomplete without the money conversation. African countries are being asked to industrialise cleanly, decarbonise fast, and service debt simultaneously — while holding the smallest share of the capital needed to do any of it. The architecture of global finance wasn't designed with this in mind. Neither was most of the climate policy coming out of Brussels. As part of the S&D Africa Days, @FEPS_Europe is convening two sessions that sit at the intersection of these tensions — bringing together African youth representatives, trade union leadership, legal experts on international investment, and sovereign debt specialists to challenge the assumptions built into the current framework. Green industrialisation without tax justice is just a new set of extraction conditions with better branding. The first session asks what shared responsibility actually looks like when the countries most exposed to climate risk are also the least positioned to finance the transition. Founded in Brazil, IPAM is a leading scientific research institution dedicated to biodiversity conservation, sustainable development, and the protection of the Amazon and Cerrado biomes — some of the world's most critical ecosystems. Their work centres on empowering local communities and shaping public policy for the responsible use of natural resources. PACJA brings together over 2,000 organisations from 54 African countries, advancing climate justice for the continent's most vulnerable communities. IPAM champions the rights of Amazonian communities and the integrity of the world's largest rainforest. Both regions are home to frontline communities bearing the heaviest costs of a climate crisis they did not create. PACJA convened a meeting with Civil Society Organisations and the newly appointed Chair of the African Group of Negotiators (@AGNChairUNFCCC ) — and we started with congratulations, as he steps into the leadership of Africa's climate negotiations at a defining moment. Speaking on behalf of African civil society organisations at the #UNFCCC negotiations, #PACJA delivered a message that cannot be ignored: the era of delay, dilution and deferral is over. Here is what we told the world today: Africa is responsible for less than 4% of global greenhouse gas emissions — yet its people are losing homes, farms, and lives to droughts, floods and cyclones they did not cause. That is not a climate problem. That is a justice problem. We raised the alarm on something deeply troubling — Loss & Damage and National Adaptation Plans have been quietly dropped from the SB64 agenda. 🌍 Climate justice doesn't begin when the gavel drops. It begins in the rooms before the rooms. On June 5th, ahead of the official opening of #SB64 in Bonn, @PACJA joined civil society partners from the Philippines, Brazil, and Colombia — united under the Fastenaktion climate advocacy network — for a critical pre-negotiation workshop. Why does this matter? Because carbon markets are expanding fast — and the safeguards meant to protect Indigenous Peoples and local communities are full of gaps. Because climate negotiation dynamics are complex, and frontline communities deserve advocates who understand every angle. Because Africa loses up to $7 billion annually to climate impacts — a figure projected to hit $50 billion by 2040 — and that demands a coordinated, informed global south voice. This workshop was that coordination in action. Cross-regional. Cross-continental. Uncompromising. And this is just the start.
