While the world’s cameras are locked on Beijing today, watching Trump swap handshakes and "grand bargains" with Xi Jinping, a much quieter and arguably more important meeting took place in Kyiv. President Zelenskyy sat down with a heavy-hitting delegation from the Hudson Institute. If you’re not a policy wonk, here’s why that matters: Hudson is a powerhouse of traditional conservative thought. By inviting them in, Zelenskyy wasn't just talking shop. He was executing a massive strategic shift. The message? "If the White House is busy, we'll talk to the people who actually hold the checkbook in the U.S.”. For months, the Trump administration has kept Ukraine on "pause”, pushing for a kind of surrender that most Americans aren't buying. As Trump attempts a massive geopolitical reset with China—the same China that is currently keeping putin’s war machine on life support, President Zelenskyy has clearly decided he’s done waiting for a return call from the Oval Office. Interestingly, when bags with the bodies of their soldiers were sent back to Russia, it did not provoke complaints. But now it’s a different story. Black rain is falling on their heads, services aren’t working, taxes are rising, you can’t call a taxi… Russians don’t like this. At the same time, they don’t blame the direct perpetrators - those sitting in the Kremlin, and first and foremost Putin - but rather local authorities. Because Putin promised them a “great Russia” and victory. So for Russians, war is good - as long as it’s somewhere out there, in Ukraine, in Syria… But when the war comes back to Russia, suddenly it’s not so good. And yet, it’s not Putin’s fault - someone else must be to blame. Let’s take a look at how this could affect the regime. The promise of an untouchable rear is collapsing, and the regime is forced to explain it. For a long time, the regime sold not just “victory,” but also the idea that the war was controlled and would not become a daily threat to Russia itself. When drones reach deep into the rear, striking ports, oil refineries, and military factories, this undermines the image of the state as an all-powerful protector. The old formula was: “we are so strong that the war won’t touch you.” The new one is weaker: “yes, the war affects you, but we are not letting it turn into chaos.” But the second formula is weaker - the more the Kremlin shifts from triumphant rhetoric to justifications about “temporary restrictions for the sake of security,” the more visible the weakness becomes. And Putin knows that Russians do not forgive weakness. Discontent is shifting from the front line into everyday life - but unevenly. For most people, war becomes politically dangerous not when some abstract “military facility” is burning, but when daily life deteriorates. What matters here is a combination of threats: delayed flights are a discomfort people perceive as temporary. But worsening air quality, warnings about toxins, and fear for one’s health - that’s a different, bodily level of threat. After the strike on the Tuapse refinery, authorities warned about increased concentrations of benzene, xylene, and soot, and advised people not to leave their homes. This is no longer an abstract news item about the front, nor propaganda about Russian messianism - it is the invasion of war into the body and the home. The psychological weight of such events can be significant. Loyalty to Putin will remain, but trust in the system’s competence will decline. This is exactly what we are observing now: “the state is working worse than it promised,” “we were not protected,” “we are not being told the truth,” “Putin, help.” But even this forces the Kremlin to publicly explain that outages are temporary and necessary for security reasons. They will assign blame. When authorities cannot ensure the promised sense of safety, they compensate with control and repression. At the same time, the well-practiced mechanism of the “scapegoat” is activated: a local official or a “weak executor” takes the blame, protecting the vertical of power as a whole. There will be no anti-war protest (for now). Russians are not protesting against the war, but against discomfort. The regime will try to redirect anger toward Ukraine, local officials, and will intensify repression. The main risk for the Kremlin is cumulative, not immediate. A single strike rarely changes the political atmosphere. But a series of strikes that regularly disrupt daily life, increase anxiety, worsen the environment, restrict communication, and at the same time contradict earlier promises of “control and invulnerability of Russia,” slowly erodes one of the regime’s key resources - the image of a competent, strong government. The Russian economy is vulnerable, and this vulnerability has a clear source: dependence on the oil and gas sector. It is the export of energy resources that continues to provide key budget revenues. That is why strikes on this sector have not just tactical, but strategic significance. That’s why it should continue.
