Observation: The three mentioned operatives have a network. That network requires funding, logistics, etc. Chopping the head off the network does you little good in the long run. Mapping the network takes time, especially when you have control of a very small fraction of the agency needed to map the network. The piece MOST ppl miss is this: the very agencies needed to map the network are the agencies that planned the network, facilitated it being inserted in the US and is still controlling it today. Those ppl have proprietary fronts set up that they move into and out of that provides the capability necessary to maintain that network whether they are physically sitting in the agency or not. Meanwhile, the small fraction working inside must map both networks. You don't do that overnight (some cases you will only get one chance) and when you strike, you take the entire network down, not just the head of it.
