Gears of War is fundamentally about decision, position, execution. Stopping power alters the risk/reward architecture, emphasising the former two primitives and limiting the latter. It forces board states that require increased multi-lateral decision making. Chess > checkers.

@Zoey_RZ I'm not sure what that 0 value does, but I'm almost positive it won't switch it off. Lumen and MegaLights require hardware that supports RT, the game has zero support for static lighting. So, if it does work, the game will be completely visually broken.
