The collaboration between @UNODC and the Kingdom of Saudi Arabia continues to grow. Today, with Maj General Mohammed Al-Muhanna, Head of the Financial Intelligence Unit of the Kingdom of Saudi Arabia, we signed a Memorandum of Understanding that will guide closer and structured collaboration against financial crimes, including money laundering, illicit financial flows, financing of terrorism, trafficking of drugs and persons, as well as corruption. We committed to commence the implementation of the MoU by starting with tailored and targeted capacity-building, mentoring, and exchange of best practices, while supporting Saudi Arabia’s continued leadership in the region and beyond in countering financial and organized crime. We also agreed to create a mechanism for regular review of performance. I took the opportunity to commend Saudi Arabia for its demonstrated leadership in multilateral cooperation and support for United Nations entities.
It was a pleasure to address the @UNODC Group of Friends of Gender and to speak on the issue of online violence and the non-consensual sharing of intimate images. This is a matter of profound concern as technology makes it easier to create and circulate this kind of material online, with women particularly vulnerable and deliberately targeted. We must strengthen our responses to this type of harm, by implementing laws and international instruments, including the recently adopted @UN Convention against Cybercrime, working closer with the private sector and technology companies and building a whole-of-society response. UNODC is uniquely positioned to support these efforts through our cross-cutting thematic expertise and our experience working across the full criminal justice chain. Together, we can create digital spaces that are safer, fairer and anchored in human dignity. I am grateful to Ambassador Cynthia Chidiac of Lebanon and Ambassador María Sebastián de Erice of Spain, the Co-Chairs of the Group of Friends for their leadership on this cause, and for convening today’s event. In taking this oath, I am reminded that international civil service is, above all, a commitment to people. As I solemnly declared my dedication to carry out these functions with integrity, impartiality, and the utmost regard for the purposes and principles of the United Nations, I reflected on the responsibility that comes with this trust. I step into this role with humility, gratitude and a profound sense of duty, and look forward to working with colleagues and partners across the UN system, and the world to advance peace, security, justice and the rule of law, for a more prosperous and dignified future for all.

Sensitization of Students & Teachers, Nakuru County With guns you can fight terrorists; with education you can prevent terrorism. On 17 March 2026, @NCTC_Kenya engaged education staff and students at the Rift Valley Regional Sports event at Nakuru Boys High School, Nakuru County, in a counter-terrorism awareness session. Supported by @EUinKenya, the session focused on strengthening participants’ ability to recognize and challenge extremist narratives, while highlighting the critical role of schools and colleges in preventing radicalization. Through such initiatives, #NCTC continues to partner with learning institutions to build informed, vigilant communities that can resist recruitment and extremist influence, advancing the goals of #NSPCVE.

Kiambu Main GK Prison became the fourth male prison in the country to be fully equipped with beds after receiving 800 beds as part of the He for He triple-decker bed campaign that seeks to supply beds to all prisons. Speaking during the handover, Deputy Head of Public Service Amos Gathecha said the initiative will go a long way in addressing congestion, enhancing hygiene, and creating safer and more orderly living spaces. “Our Constitution guarantees every person; regardless of status, the right to dignity. The HE for HE Adopt a Triple Decker Bed campaign operationalizes this principle by depicting that correctional reforms are human-centric.” He observed. He said the initiative presents a unique opportunity to reaffirm the country’s collective profound commitments to correctional reform and sustainability agenda. According to Gathecha, the “HE for HE Adopt a Triple-Decker Bed Initiative” is a bold testament to the power of leadership, compassion, and shared responsibility. Speaking at the same forum, Correctional Services Principal Secretary Dr. Salome Beacco said the initiative is testament to the government’s belief that every person deserves humane conditions. “The Government of Kenya, under the visionary leadership of His Excellency President William Ruto, remains firmly committed to strengthening correctional services. This commitment is evident through ongoing efforts towards legal reforms, the digitalization of correctional operations, improved staff welfare, and capacity development programs.’’ She said. She said the ongoing efforts are a classical example of the Bottom-up economic transformation agenda with those behind bars at the bottom of the pyramid. Deputy Commissioner of Prisons in-charge of Administration Nicholas Maswai said the initiative will help address the challenge of congestion within prisons besides providing a conducive environment for those in prisons to reform and get rehabilitated. During the occasion, over 1,000 tree seedlings were planted as part of efforts to plant 15 billion trees in the country by 2032 in line with President William Ruto’s directive meant to contribute to the global effort to reduce greenhouse gas emissions and move decisively toward carbon neutrality. The State Department for Correctional Services has dedicated every first Thursday of the Month to tree planting and growing.
The third edition of Correctional Service Week is set to kick off tomorrow as the State Department for Correctional Services moves to reaffirm its commitment to nurturing excellence in service delivery. Themed, Efficient Service Delivery for the Common Good, the three-day conference underscores the importance of operational effectiveness in promoting justice, rehabilitation, and public safety. According to Correctional Services Principal Secretary Dr. Salome Beacco, the department remains steadfast in its commitment to enhance offender management by adopting good practices that promote safe custody, fair administration of justice, and a meaningful contribution to national security. The conference, which will build on last year’s theme of mental health and wellness for effective service delivery, will seek to strengthen collaboration among key stakeholders, enhance knowledge exchange and explore innovative solutions to improve correctional services. Participants will engage in plenary sessions, expert discussions and networking opportunities with designated key note speakers accorded opportunity to share their expertise. The event, which will bring together senior government officials, partners, corrections experts and stakeholders, will conclude with a Gala Dinner on Thursday, serving as the grand climax of activities. During the Gala dinner, outstanding correctional institutions and staff members who have demonstrated excellence in service delivery will be recognized and celebrated for their exceptional performance.

The third edition of the Correctional Service Week opened on Tuesday amid renewed optimism that the country is on the right track to realize envisaged reforms. Speaking as she officially opened the three-day forum, themed Efficient Service Delivery for the Common Good, Defence Cabinet Secretary Soipan Tuya said the State Department for Correctional Services has been pioneering a new culture of corrections grounded in rehabilitation, community service, and human rights. “We are seeing progress in reintegration programmes, vocational training, offender aftercare, and digital innovations that strengthen case management and record systems. These are clear building blocks of a modern, efficient, and people-centred correctional service” She told the forum. She said the government is committed to supporting futuristic correctional facility designs together with environments that promote learning, mental wellness, and vocational growth. Speaking at the same forum, State Department for Correctional Services Principal Secretary Dr. Salome Beacco said her department remains committed to building a correctional service that stands as a pillar of national pride; contributing directly to Kenya’s development agenda, peace, and social cohesion. “We envision institutions that are self-sustaining, rehabilitative, secure, and restorative; officers who are empowered, ethical, and professional; and communities that receive back reformed individuals as productive citizens rather than rejected outcasts.” She said. While pledging the support of his country to support Kenya reform its correctional system, Azerbaijan’s Deputy Minister of Justice Major General Mirsaleh Seyidov said exchange of best practices between Kenya and Azerbaijan will inspire the two nations and further improve their correctional systems. “I am very pleased to note that relations between our countries are evolving dynamically with partnerships in different sectors and fields. The meeting between our Presidents on the margins of the 80th session of the United Nations General Assembly in New York gave a significant boost to our bilateral ties.” Said Seyidov. According to Commissioner General of Prisons Patrick Aranduh, Correctional Service Week is not just an event but a moment for commitment and renewal adding that this year’s episode is both timely and compelling. “Efficiency is not just numbers but its impact on those entrusted on us,” he observed. Probation and Aftercare Service Secretary Dr. Christine Obondi said the Correctional Service Week’s journey that started three years ago has seen the department record remarkable progress towards envisaged reforms. The event was also attended by Public Investment and Asset Management Principal Secretary Cyrell Odede, his Tourism counterpart John Ololtuaa, National Government Coordination PS and Youth Affairs and Creative Economy PS Fikirini Jacobs.
The State Department for Correctional Services is leveraging on formal and vocational training to reduce cases of recidivism among those exiting correctional facilities. Defence Cabinet Secretary Soipan Tuya, while applauding the state department for its efforts, called for renewed commitment to reform, education, and dignity within Kenya’s correctional system. Speaking during the Correctional Service Week 2025, the CS emphasized the government’s focus on rehabilitation through education and vocational training that she said are critical pillars in the reintegration of offenders back to the society. She reaffirmed the government’s commitment to strengthening correctional services noting that significant investments will be made to improve infrastructure, training and welfare within correctional institutions. "The government will continue to support key reforms aimed at modernizing correctional management and promoting efficiency," she stated. Correctional Services Principal Secretary Dr. Salome Beacco echoed the CS’s sentiments, underscoring that efficiency in correctional work must be grounded in human dignity. She commended the Kenya Prisons Service, Probation and Aftercare Service, and partners across the justice sector for their continued collaboration and service to the nation. This year’s theme, “Efficient Service Delivery for the Common Good,” underscores the government’s focus on professionalism, transformation, and inclusivity in achieving a humane and reform-driven correctional system.
Day 2 of Correctional Service Week 2025 highlights the department’s ongoing efforts to reduce recidivism and foster rehabilitation through vocational and technical training. The department has affirmed its commitment to breaking the cycle of re-offending by equipping inmates with market-driven skills for successful reintegration into society. Male inmates at the Kajiado GK Prison became the second beneficiaries of the He for He triple-decker bed campaign after the facility received 260 triple-decker beds. The beds, that were handed over by Correctional Services Principal Secretary Dr. Salome Beacco, are part of the about 20,000 such beds expected to be fabricated and distributed across all Male prisons in the country in a campaign meant to address prison overcrowding and restore human dignity which is being spearheaded by the PS. Speaking while handing over the beds, the PS said the initiative represents a significant step forward in addressing challenges faced by the country’s correctional system. “The unique needs of prisons prompted the He for He triple-decker bed campaign. The model derives from international good practices allowing for improved conditions within correctional facilities while at the same time maintaining security standards.” Observed the PS. She said the initiative demonstrates the power of partnerships in driving meaningful change within the correctional system which will create conditions that will allow for better rehabilitation of offenders. Commissioner General of Prisons Patrick Aranduh said the initiative will ensure dignity for inmates even as he challenged them to take advantage of the hospitable conditions arising from the initiative to truly transform. “We are transforming our corrections because it will support ongoing rehabilitation efforts by providing more humane conditions, aligning with global human rights standards. This is the right thing to do.” Said the Commissioner General. The beds donated today were part of about 2,000 beds planned to be fabricated and assembled from funds raised during the He-for-He Adopt a Triple Decker Bed Campaign dinner fundraiser held earlier this month.
