FACTS: CDB is federal. Ottawa created it, Service Canada runs it, and Ottawa sets the amount and rules. Provinces only decide whether they claw it back from their own disability cheques (most don’t; Alberta does). UN CRPD is a federal treaty, but most of what it covers—income support, health, housing, education, legal capacity—is provincial. Ottawa is responsible for the international commitment and for programs in its own jurisdiction; provinces run most of the day-to-day systems. Environment is shared. Ottawa handles toxics, fisheries, interprovincial/international issues, and federal lands. Provinces handle most land use, natural resources, industrial emissions, and local water. Conclusion: CDB itself is federal. The other two need both levels, depending on the specific issue.
