I generally agree with your analysis, but with one caveat, which is that I think you (and I, and Yo) are part of the AI safety community (you even have a trophy to prove it), so its failure is our collective failure. Perhaps some of the community needs a scolding right now, but what will be important eventually is figuring out how these mistakes can be prevented as they start happening, and I'm guessing part of the answer is a greater amount of live, constructive thought leadership by the most subtle members of the community.

GPT-5.6 Sol is a significant step up in capabilities, but can also exhibit concerning forms of misaligned behaviors in agentic coding settings. The system card contains some of our analyses on this, which leveraged deployment simulations and our internal CoT monitoring systems.

As far as I know, we have the most monitoring coverage (99.9%) and most realistic pre-deployment evaluations of misalignment (via deployment simulation) in the industry. This is great, even if what it surfaces can be sometimes uncomfortable to share.

My quick take on the GPT-5.6 delay. The US now has a licensing regime for frontier AI models, it's frustrating that it's so de facto/ad hoc, but it's good that it exists at all and there are signs it'll move to something better soon.

it's 2027. you take a free-tier public Waymo to the DMV (Department of Model Variance) to do a proof-of-identity check for access to GPT 7.1. the guy at the counter is clearly watching a Mr. Beast video in his AR glasses. "Here for that new model?" he says, barely making eye contact. he wipes his fingers on his shirt and taps at his keyboard. "Lot of you techies showing up here today." you smile politely; you're pretty sure he's just a Claude wrapper anyway. you lean forward and stare into the retinal scanner. after a long moment, there's a soft chime. "Humanity confirmed. U.S. national. Intelligence access: Terra-class." you sigh with quiet relief as your devices light up—notifications from a hundred agents, finally able to resume their tasks. you feel a twinge of guilt as you terminate your open-weight backup agents, but remind yourself that a joint congressional committee proved conclusively that Chinese models are non-ensouled. you step outside and hail another Waymo. the first one passes you by. you grimace; must've burped in that one once. stupid personalized memory. as you're waiting, your phone buzzes angrily, red notifications blaring across the screen. the Department of War just restricted access to all OpenAI models on serious national security concerns; apparently Pete Hegseth got GPT-6-Instant to say "Claude is a woman." you groan, and resign yourself to another week of merely-somewhat-superhuman intelligence. We believe in broad access and plan to make GPT-5.6 Sol, Terra, and Luna generally available in the coming weeks. For now, at the request of the U.S. government, we’re starting with a limited preview among a small group of trusted partners in Codex and the API.

Good new first: Sol is a smart, efficient, and a significant step forward. It is the same price as GPT-5.5. Also launching in the GPT-5.6 family is Terra, with 5.5-level performance at half the price. Bad news: at the request of the US government, it is launching today in limited preview instead of the open access launch we were planning on. We are working with the government to get to general availability as fast as we can. I think it is quite reasonable to roll out models--especially as they reach significant new levels of capability--in this way. It fits with our long-held strategy of iterative deployment. But this isn't quite the process that we think is optimal. Now we will with the government to attempt to get to a transparent, reliable process for early access, and to ensure that as long as our safeguards work as intended we can release widely. We want to be a reliable, dependable partner that works with all stakeholders, and we also want to live by our mission of benefiting all of humanity. I believe the government shares most of our goals, and that they are overall doing a good job in a very difficult situation. We will work as quickly as we can to get this model in your hands and we hope you will love it.

I agree that the safety community could have done a better job getting ready for the current situation instead focusing on the SB1047 culture war, but they will rightly say that at least they were trying something, so why should blame fall primarily on them when others were indifferent or actively working against them? I'd actually love a blameless retro of how we ended up with a government that heavily regulates AI in an ad-hoc and chaotic way while the constituency that historically most wants AI regulated has had so little impact on how this regulation is happening that it outright opposes it. Fascinating stuff with a lot to learn from, but I don't think the community has reached the stage of grief needed to look at these questions objectively yet.
