I finally figured out how to fix this. Safe mode > device manager > disable your GPU Boot into regular mode. Have a USB DISPLAY (like DisplayLink) connected. Enable your GPU, reboot. Open device manager, find surface calibrated display (it'll say no drivers). Update drivers,
The laptop Microsoft sent me back was defective. The GPU doesn't work except and safe mode. If you delete the drivers, it only works until you reinstall them and then it doesn't work again

Select drivers from disk, there will be two it doesn't matter which one. Just select one. And then it'll work. It somehow lost the driver to drive my display, not my GPU driver. Selecting it manually fixed it. God.
