@SchemieG @LucyHunterB We still have a unified civil service, governed by the same principles, legal requirements, and conventions. Some 'tartanisation' of the latter has taken place, and devolution has led to increasing cultural differences, but the concept of the British civil service remains.
@LucyHunterB Of course, the privacy of detailed policy advice was preserved via conventions and mechanisms like the Osmotherly Memorandum, but that's not the same thing as 'anonymity'.
@LucyHunterB Linked to some of the myths about 'civil service anonymity'. Historically, senior officials were not anonymous in any meaningful sense, and many were high profile public servants. The advent/expansion of modern organs of scrutiny (select committees, etc) further exposed the myth.
