While great job by Mr Munde personally admire him but Even if Munde ji is honest, it’s easy for system to implicate him in a false case and meet similar fate like GR khairnar and shunt him out Also am not in much favour of this officer worship. Then they become after few months like a few Mumbai encounter cops in 90’s who later had several allegations against them. Rather after setting examples the govt creates a more robust system which is transparent, easy to follow - see how UPI has been a great leveller and I recommend use of technology backed governance. Each hotel/ restaurant must display a QR code issued by health dept where a escalation against that hotel if recorded basis a MCQ emerging out of the QR code, upload photos, videos on to a portal from there, using the QR code and generates auto email to health ministry and the local municipal ward officer and also a ombudsman appointed by a BMC committee which includes opposition leader. Then action happens basis a SLA and dependance on any officer is not there. The QR code user must get an action taken report within 15 days or using the same QR code escalation path an escalation goes to health minister and Chief minister office, LOP, Mayor of Mumbai and copy to ANI which can broadcast inaction in media after 21 days time to take final action. If QR code is not displayed or made not working another QR code for escalating this anomaly must be available. No victimisation of whistleblowers must be ensured. To control defections a few steps our respected leaders of Indian politics across party lines , civil society, media in copy must consider bringing a law after a proper debate, in larger interest of our democracy, beyond political expediency and which can be taking inspiration from our corporate board procedures : 1. Special resolution of parliamentary board of each party which wants to merge into other party filed with election commission @ECISVEEP & @loksabhaspeaker where 75% of MP and MLA/ MLC must vote in favour of same inside a party board meeting to merge with other party. This can be moved by the group which wants to shift. And / OR 2. Extra ordinary general meeting of all office bearers of party to confirm / ratify. above ( e,g CWC of congress, National executive of BJP etc endorsing the above with a special resolution etc etc of each party . ) Same 75% rule. 3. If any of above not possible then resign your seat and change your party as an option ! This will put an end to all controversies and accusations when any such events happen of our elected representatives changing sides !
