There is a lot of Keir Starmer in the Labour manifesto. 37 photos - that's 12 more pictures of a party leader than in all 11 Conservative/Labour manifestos since 2005 combined. Even BoJo restrained himself to a statesmanlike nine in 2019.
The @UKLabour manifesto shows the party is still shadowboxing on #socialcare policy, with only one major policy - a fair pay agreement - and no detail even for that. Worryingly, there is nothing here that commits a Labour govt to concrete measures in its first term. Short thread.
@Zonal_Marking The last “stat” I remember doing before leaving Opta was Man City beating QPR to win the PL in 2012. It was the first time a team had been losing at the end of 90 mins and then gone on to win a game (in 20 years of PL). I feel this has happened quite a lot since though?
Will be interested to see in the next few months whether: a) Govt provides additional funding for councils for NLW pressures at Autumn Statement (I doubt it). b) @skillsforcare's annual report out later this month shows the pay increase continuing into 2023. (4/4)
However the @skillsforcare data up to March last year shows pay for care workers increased well above NLW levels. This was probably a function of workforce grants + a much higher NLW coming into force in April 22, so the problem is not "fixed". (3/4)
The Chancellor's announcement today on national living wage is big for adult social care, as many workers are paid at or close to the minimum. While in theory a higher minimum sounds like good news, for ASC it runs the risk of making existing pay rates uncompetitive. (1/4)
Royal Commissions are textbook “long grass” exercises. For expensive reform there needs to be agreement between the PM and CX on the political benefits of x vs the political cost of paying for it. Until that is agreed, everything else is for the birds.
I see the idea of a Royal Commission on the NHS has cropped up again. Just going to say that the last 2 Royal Commissions - over 20 years ago- were on social care reform and House of Lords reform. A Royal Commission is not the answer to the current state of the NHS and our health
Not a post I wanted to write but it does feel like meaningful change driven by central government is off the cards in adult social care. Some cash has been passed to councils though (big caveats here!) so the challenge is now for local improvement of services.

This makes it next to impossible to sensibly judge whether existing policies are working or not, which is a great shame for effective policymaking. (6/6)
But as we have no context prior to April (and the numbers themselves are ropey) we have no way of knowing how much worse/better the situation is than pre-pandemic. We may as well say that delayed discharge is running at 13k apples but pre-pandemic it was 20k bananas. (5/6)

@KimShutler @WYpartnership One challenge that was raised to us is the difficulty in co-ordinating VCSE action across geographies. E.g. council and ICS boundaries are already v complex (see my recent thread) - voluntary organisations often don't fit neatly in there, so often get inadvertently excluded
@KimShutler @WYpartnership But worth saying that the role of VCSE was raised regularly in our interviews. There was a general feeling that systems should be doing more to co-ordinate and maximise the value of voluntary work as a key part of health and care locally and ICSs can help
@KimShutler @WYpartnership Hi Kim. VCSE wasn't the focus of the report but we did often hear about this. In terms of ICB membership, VCSE partner members are the exception rather than the rule but there are others such as @NHSBSWICB and @nandwics. Representation on ICPs is higher.
@annarandle @swannphil @CCNOffice Essex is a unique challenge. I have real sympathy for anyone trying to co-ordinate across the different areas. The need for “alignment” makes it difficult to have truly “Essex” approaches.

@swannphil @CCNOffice Agree that this will always be a bit messy. But there’s a balance between what works for citizens and what works for organisations (messy boundaries can make it difficult for services to work together effectively for their citizens)
