We’ve convened members of the Coalition to Stop Maternal Mortality Due to Unsafe Abortion (@CSMMUA_) for the quarterly coalition meeting. The meeting is providing a platform for members to reflect on progress made during the first half of 2026, share best practices, and strengthen collaboration in addressing emerging challenges affecting women and girls’ reproductive health and rights.
From this meeting, we are collectively identifying priorities for the remaining second half of the year, developing strategies to navigate the current policy environment, and reinforcing alignment across the coalition’s thematic areas.

Nearly every indigenous NGO, and many private not-for-profit (PNFP) hospitals, would be classified as "foreign agents" because they are funded by development funding, most of it coming from donors outside the country. This
creates a theoretical paradox where the state designates its primary partners in human capital development as potential threats to sovereignty.
As Civil Society, therefore recommend that the Sovereignty Bill be completely abandoned at this stage because external financing is already regulated, and any proposed changes can be achieved by way of modification in the existing legal framework without compromising constitutional freedoms and economic development.

The Center for Health, Human Rights and Development (CEHURD) has undertaken a comprehensive review of the Sovereignty Bill 2026, focusing on the role of external financing in supporting the Human Capital Development Programme, particularly the health sub-programme.
As the role of civil society in defending the rights and interests of the most vulnerable cannot be overlooked, through legal support, policy and legislative reforms, raising awareness on the rights and responsibilities of both citizens and the State, and advocating for an inclusive and progressive society, it was important to convene Civil Society Organizations to examine the implications of the Bill.
Together, we assessed its proposed restrictions on NGO financing frameworks and their potential impact on health systems, human capital development, and Uganda’s broader national development goals.

“While transparency and accountability in civil society financing are legitimate regulatory aims, the current design of the #SovereigntyBill2026 risks undermining constitutional freedoms. It duplicates existing safeguards, may create a chilling effect on civil society and development work, and could weaken the health system’s financing architecture.
There is also concern that it may generate adverse developmental outcomes and reverse progress made on key health indicators, as well as affect other sub-programmes such as education and social protection”. ~ Our Deputy ED @Nakibuukam gives an analysis of the Bill.
