Devolution has evolved from a constitutional aspiration into one of Kenya's most consequential governance reforms. The transformation witnessed in the health sector has been achieved through the concerted efforts of both state and non-state actors. The discussions held today during the Kenya Health Summit 2026 demonstrated the importance of linking national reforms with county-level implementation, emphasizing that counties remain central to the delivery of devolved health services. Continued collaboration between both levels of government is essential to address implementation bottlenecks, strengthen accountability and ensure that national reforms respond to realities at the facility and community levels.

At today’s Broad-Based Government consultative meeting in Naivasha, I reaffirmed a simple truth: when the National and County Governments work together, Kenya wins. Over the past four years, our partnership has delivered measurable gains in healthcare, agriculture, water, climate action, trade and local economic development. More than 100,000 Community Health Promoters have been deployed; 6,740 public health facilities are now licensed; agriculture’s contribution to GDP has risen to 23.2%; and 34 Counties are developing County Aggregation and Industrial Parks. As we look ahead, we must deepen this partnership by fully unbundling devolved functions, ensuring timely and predictable financing, strengthening County road maintenance, sustaining UHC gains and operationalising CAIPs. Devolution is no longer a promise. It is measurable impact in the lives of millions of Kenyans.

Today, I delivered the 12th State of Devolution Address, reflecting on 13 years of devolution and the progress made by County Governments in FY2025/26. From strengthening healthcare, food security and infrastructure to expanding economic opportunities and climate resilience, counties continue to transform lives and bring services closer to the people. While significant gains have been made, timely and adequate financing, stronger intergovernmental collaboration and full respect for the constitutional principles of devolution remain essential to unlocking the full potential of our counties. The continued disruption of County health services is deeply concerning and puts the lives of millions of Kenyans at risk. Every level of Government must honour its commitments and uphold its responsibilities to avert a health crisis. Accessible, quality healthcare must remain our collective priority.

Football is more than a game it is a pathway to opportunity for thousands of young Kenyans. Today, I held a productive consultative meeting with the Football Kenya Federation, led by President Hussein Mohammed @husseinmoha, to strengthen collaboration between County Governments and FKF in advancing grassroots football. County Governments continue to invest heavily in talent development through initiatives such as the Governors' Cup currently run in most Counties. We now seek a structured partnership that will strengthen coaching, talent identification, player development, officiating and institutional capacity, ensuring these investments translate into sustainable pathways to National and international success. The Council of Governors Secretariat has commenced its Annual Review Meeting to assess progress in implementing the Strategic Plan 2022–2027 and chart the way forward for the next Strategic Plan 2027–2032. This year, the Council of Governors Liaison Committee (Chairs of the Technical Committees and the Executive Leadership) is attending the meeting to take stock of achievements made so far, evaluate emerging priorities, and provide strategic guidance for the development of the next Strategic Plan 2027–2032. Speaking during the meeting, @CogChair @HEAhmedJiir commended the Secretariat for its commitment to advancing the devolution agenda and supporting county governments in delivering services to citizens. “Devolution has worked for Kenyans because of the dedication and hard work you continue to put in every day. Today, Kenya is a more equitable country courtesy of devolution. Continue supporting counties and safeguarding devolution against any form of encroachment,” he said. @CEOCOG highlighted key milestones realized under the current Strategic Plan, including strengthened support to counties, enhanced stakeholder partnerships, digital transformation initiatives, institutional rebranding, and continued advocacy for devolution. The CEO further observed that the Secretariat must prepare for emerging realities in the 2026–2027 period, including leadership transitions, election-year dynamics, increasing reliance on committee engagement, and resource mobilization pressures, while remaining focused on innovation, operational efficiency, strategic alertness, and high-impact interventions that advance devolution and improve service delivery for Kenyans. The annual review provides an important platform for reflection, learning, and strategic planning. It enables the Secretariat and the Council's leadership to assess the impact of their interventions, strengthen institutional effectiveness, and align future priorities with the evolving needs of county governments and the aspirations of Kenyans. The outcomes of the meeting will inform the development of a forward-looking Strategic Plan 2027–2032 aimed at deepening devolution, enhancing service delivery, and strengthening intergovernmental relations.

The two levels of Government remain committed to ensuring a sustainable and permanent solution for UHC workers. Today, the Council of Governors leadership met with the Ministry of Health to advance the transition of UHC staff from contract terms to Permanent and Pensionable (PnP) employment. The meeting resolved to pursue amendments to DORA and reclassify the allocated funds as sharable revenue to Counties, guaranteeing predictability and sustainability in staff remuneration. Once this process is concluded, UHC workers will be issued with PnP contracts.

Fiscal sustainability depends on ensuring that every public shilling is translated into measurable outcomes for citizens through efficiency, accountability, and continuous improvement. As the frontline of service delivery, counties remain committed to strengthening planning, performance management, and intergovernmental collaboration to maximize the impact of public investment for better outcomes for all Kenyans.

All stakeholders have a role to play in reducing preventable maternal and newborn deaths in Kenya. From both levels of government to frontline healthcare workers, communities and other non-state actors, we must take deliberate action to safegaurd the life of every mother and child. Earlier today l joined H.E President William RutO alongside fellow governors for the launch of the Every Woman, Every NewbornEverywhere (EWENE) and Maternal and Newborn Rapid Results Initiative. The event also marked the flag off of essential medical equipment to 20 counties, a significant step towards aimed improving maternal and newborn healthcare in facilities across the country.

The County Aggregation and Industrial Parks (CAIPs) programme remains a key pillar in unlocking the economic potential of our regions. It provides a structured pathway for value addition, agro-processing and creation of sustainable employment opportunities for our people. Earlier today, l joined H.E President William Ruto alongside fellow Governors and stakeholders for the signing of Intergovernmental Partnership Agreements for phase two of the CAIPs Programme which will cover 16 Counties. Significant progress has been witnessed across participating Counties following the full disbursement of funds under Phase I and II, with infrastructure development and project implementation steadily taking shape. As we move towards operationalization of the parks, our focus must now shift towards strengthening governance systems, addressing emerging implementation challenges and intensifying investor onboarding efforts to ensure the facilities become productive, competitive and economically sustainable centres of growth. The occasion also witnessed the signing of the Trade Intergovernmental Framework, a significant milestone which will strengthen coordination between the two levels of Government on trade.

Strengthening retirement security is central to a resilient devolved system. The Council of Governors held a consultative meeting with the County Pension Fund to address pension sustainability, including arrears, non-remittance of contributions, and pension management for County Public Service employees. County Governments will develop and implement time-bound payment plans to clear outstanding pension arrears, guided by the multi-agency report to be tabled before the full Council for adoption and alignment on a structured repayment framework. @CPFKenya
