Does the process genuinely allow diverse voices to shape outcomes, or does it channel input toward predetermined conclusions? Long-term planning that outlasts election cycles has real value. Whether this administration can credibly lead that process given documented governance failures is a legitimate question Kenyans should ask before investing trust. The vision document isn't the problem. Implementation and accountability are, and those questions weren't answered in his speech.

Admitting Vision 2030 fell short is quite honest. Framing it as "learning opportunity" without explaining what specifically failed and why is less honest. The NIF and Sovereign Wealth Fund presented as foundation stones have no track record yet. Kenya's pattern with similar institutions such as NHIF, SHA, NYS should inform how much weight we give newly created vehicles before they demonstrate accountability. Africa's demographic and resource opportunity is real. Whether Kenya captures it depends on governance quality, not vision documents. Citing constitutional rights to healthcare, housing, and food is staying the obvious. The gap between those rights existing on paper and their delivery under this administration is also documented and has significant variability. The question Vision 2060 hasn't answered is what specific institutional changes prevent this document from following Vision 2030's trajectory?

Comparing Kenya's trajectory without examining why those models succeeded, and whether Kenya's current policies replicate or contradict those conditions is selective benchmarking. Long-term visioning is genuinely valuable but Vision 2030 also had compelling language. The critical question is what accountability mechanisms will make Vision 2060 different from another aspirational document that generates tenders, consultancies, and eventually a successor vision explaining why this one also fell short. Macroeconomic stability that is worth celebrating would show up in household purchasing power, not just investor confidence metrics.
