It also said calls, data and messages on the service are designed to originate and terminate on the 2degrees core network without passing through another country or jurisdiction. Mark Callander, Chief Executive, 2degrees, described the project as a response to persistent coverage gaps in New Zealand. "AST SpaceMobile approaches satellite connectivity in a unique way. The service is designed to offer voice calling, data and SMS, extending connectivity into places that have traditionally been difficult to serve. 2degrees has invested millions in building a ground station locally, providing access to advanced technology that will enable connectivity for Kiwis outside traditional coverage areas," said Mark Callander, Chief Executive, 2degrees. 2degrees has not given a launch date for customers. Further testing will continue before it confirms timings for trials and a commercial launch. Callander also linked the timing to the pace of AST SpaceMobile's satellite deployment. $ASTS: Deutsche Bank Hold Rating $93 Price Target Is AST Interested in Grain's 800 MHz? An August 21 article by MT Newswires reported that ASTS and SPCX had expressed interest in acquiring spectrum from Grain Management, which is “hoping to raise about $6B in the sale,” according to the article. This is the 800 MHz spectrum that T-Mobile sold to Grain for $2.9B (the purchase agreement was announced in March 2025). It consists of approximately 14 MHz paired spectrum nationwide, although there is variation in the amount of spectrum held at the market level. Elon Musk, via X, indicated that reports of SPCX’s interest in the spectrum are not true. What about ASTS? The Grain frequencies are already built into ASTS’ satellites, and recent FCC filings reveal that ASTS has been conducting testing on the Grain spectrum. Furthermore, low band spectrum’s propagation characteristics make it ideal for direct-to-device communications given the inherent limitations of a small internal antenna combined with low power levels. Given these facts, we believe that ASTS would like to gain access to this spectrum for use in the company’s operations. However, we also believe that cost of access is a critical factor in assessing whether or not ASTS will ultimately utilize these frequencies held by Grain. First off, we do not think the $6B figure is “the price”. Naturally, Grain is looking to maximize return on investment and it behooves the firm to indicate a high asking price to the media in order to try to raise the bidding floor as much as possible. Second, we believe ASTS will be very disciplined in terms of both the price it pays for access and how the relationship would be structured. We could envision, broadly speaking, a structure more or less similar to Ligado that could include fixed lease payments, a revenue share, and an upfront payment. What we do not envision at all is ASTS issuing several billion dollars in equity or equity linked securities in order to finance the purchase of ~14 MHz of spectrum, especially after securing 45 MHz from Ligado across the US and Canada for an effective price under $2B.

The 800 MHz-band licenses became available after Grain completed a spectrum swap this month with T-Mobile US Inc. The terms of that transaction, approved by the Federal Communications Commission, call for Grain to seek bids to develop the spectrum, which has been underutilized, according to the commission’s order. The commission has said it wants the bidding done by Nov. 5. Grain, a Washington-based technology and communications investment firm, has asked interested parties to submit preliminary offers by the first week of September, some of the people said, asking to not be identified because the discussions are private. Grain hopes to reap about $6 billion from selling the licenses, one of the people said, although the company’s plans could also involve leasing the capacity. It’s possible another bidder could emerge. Representatives for SpaceX, AST and Grain didn’t immediately respond to requests for comment. The licenses cover nearly the entire US population, and they’re seen as valuable for helping satellite providers establish a ground-based link for voice services, known as a network pilot. Grain is confident that satellite and terrestrial services can co-exist in the 800 MHz band even though it’s previously only been used for ground-based mobile services, one of the people said. The FCC said it wants to promote the growth of a new generation of satellite-based telecom networks that can fill gaps in land-based coverage and continue US leadership in the space-based communications industry. The commission created incentives for Grain to work with companies like AST and SpaceX, although the investment firm can also offer the spectrum to mobile phone companies, utilities and other providers, according to the order. T-Mobile inherited the 800 MHz band when it combined with Sprint Corp. in 2020, but it never utilized the licenses. T-Mobile’s original plan was to sell the spectrum to Dish Network Corp. when it was tasked with standing up a fourth nationwide wireless carrier, but Dish ultimately declined to purchase the licenses. In simplified terms, this technology (known as D2D, or Direct-to-Device) transmits a user's 4G/5G smartphone signal via AST SpaceMobile's BlueBird satellites (operating from low Earth orbit) to a Satellite Connect Europe space-to-ground gateway, where all signals are received and routed to the terrestrial network, thus ensuring continuity of communications.  With this extension of the terrestrial network via satellite, it will be possible to switch between space and terrestrial networks to access broadband data, make calls and send SMS easily. "LEO infrastructure is one of the clearest commercial beachheads of the modern space economy, extending, supplementing, and even competing with terrestrial networks. In the four years since launch, Starlink, SpaceX’s fully operational global broadband LEO constellation that provides highspeed low-latency internet, has served more than 10 million customers, generating more than $11 billion in revenue in 2025. The Starlink network currently has almost 10,000 satellites in LEO, with thousands more approved for deployment in the next few years. Amazon, too, is investing significantly to build up its LEO satellite network, known as Amazon Leo, that can serve broadband internet and DTC—most notably through its announced agreement to acquire Globalstar, which includes radio spectrum rights for DTC communications. DTC, normally considered a low-data operation for edge-processing use cases in remote environments, is likely to expand to high-data operations in the future and complement regular LTE service. Although the markets for DTC and broadband services are converging and are being pursued by many of the same players, the competitive dynamics of these markets differ. The physical terminal required for broadband services means that the switching costs in this market are higher, providing an advantage to first movers. For example, Starlink terminals generally cost between $200 and $600, depending on product and geography,27 and the upfront cost deters customers from switching easily to other providers. On the other hand, companies pursuing DTC can partner with existing cell carriers to add space based coverage, instantly granting them access to large existing customer bases without selling any hardware. This also means DTC users will face lower switching costs compared to broadband, which could make competition in this sector stronger as it develops. Regardless of how these competitive dynamics resolve, a trend line is forming: As LEO networks become denser and latency improves, satellite communications are likely to become an embedded feature of the broader digital economy, supporting direct-to-device mobile connectivity, aviation and maritime broadband, emergency response, autonomous vehicles, electric vertical takeoff and landing (eVTOL) crafts, mixed reality, telemedicine, smart cities, and machine-to-machine communications. Over time, the most important commercial shift may be that LEO makes connectivity ambient—available across geographies, modes of transport, and industrial settings where terrestrial networks are intermittent or uneconomic. That creates a platform for second-order applications: autonomous systems that require continuous data links, cross border enterprise networks that avoid terrestrial chokepoints, resilient backup communications during disasters, and eventually space-to-space communications that support a more complex orbital economy. In that sense, LEO is not merely a substitute for fiber, 5G, or submarine cables; it is becoming a new connectivity layer that expands the addressable market for communications, enables new categories of digital services, and reinforces the report’s broader argument that space infrastructure is moving from a specialized frontier to an essential pillar of the industrial economy."
