That’s literally how every state local and federal law-enforcement officer is hired. Initial and cursory checks are done to make sure you’re not hiring a felon or sex offender and a job offer is made. Continued employment is based on completion of the mandatory training requirements and successfully passing the full vetting. You don’t “hit the streets“ until both of those are completed weeks or months after being hired. But you would know that if journalism and not activism was your profession.
