17) Visual relief offered by the lower form of the existing Harlequin Centre will be lost. Consequently the revised proposal also fails to respond to the character and appearance of the conservation areas and is contrary to the Council’s own policy in the adopted Local Plan.

15) The Roman City Walls, Exeter Cathedral, The Royal Albert Memorial Museum, Guildhall, Queen Street and Northernhay, the Iron Bridge and many listed buildings on St.Davids Hill will all be dwarfed and overshadowed by this ostentatious proposal.

13)Co-living sells itself as permanent housing most co-living residents will have to stay in such premises during a pandemic. The size of many of the rooms in the proposed development would be highly insufficient for someone to remain in for weeks/ 23 hours a day.

10) The ‘Co-living’ concept in the proposal suggests hundreds of short term transients renting tiny rooms with kitchens, shower rooms and other facilities to share. It is now proven that COVID19 has spread most and rapidly in high density facilities.
