LBP 280 Billion for Four Public Works Contracts… and the Winners Were Decided by a draw like Lottery! In four tenders launched by Lebanon’s Council for the South, 54 bids were submitted. Remarkably, 51 of the 54 bids offered exactly the same discount: 20% below the administration’s estimated price. With virtually all the bids coming in at the identical price, the winner of each contract was ultimately chosen by a draw. 💰 The contracts are financed through the Council for the South’s 2026 budget, under funds allocated for shelter, structural rehabilitation, and reconstruction. The obvious question is: How did 51 out of 54 bidders arrive at exactly the same 20% discount? Rigged bids ! The winners are unknown small companies mostly no one has heard of them. Reconstruction or refinancing hezbollah through its ally.
