Полиция и социальные службы либо игнорировали происходящее, либо обвиняли в случившемся самого ребёнка; — Девушка под псевдонимом «Фиона» рассказала, что воспитывалась в приюте, откуда её с 13 лет регулярно забирали пакистанские мужчины от 24 до 45 лет. Каждый день её подвергали групповым изнасилованиям и избиениям, для чего перевозили в другие города. Полицейские однажды вернули девочку насильникам со словами: «Развлекайтесь с ней». Один из насильников, нелегальный мигрант по кличке «Рэмбо», подвергал её и другую девочку чудовищным сексуальным пыткам, несмотря на то, что сам был кастрирован за педофилию ещё живя в Пакистане. К пятнадцати годам у Фионы была беременность, ребёнка у неё отобрали; — Девушка под псевдонимом «Мишель» рассказала, что трое пакистанских братьев в 13 лет приучили её к алкоголю и наркотикам. После этого начались ежедневные изнасилования. В четырнадцать лет она подверглась групповому изнасилованию и жестокому избиению. Когда девочка попыталась заявить в полицию, один из насильников был назначен её опекуном и заставил отозвать заявление. За три года, по её оценкам, через неё прошло от шестисот до семисот мужчин, почти все — пакистанского происхождения. Она перенесла четыре беременности в детском возрасте; — Многие девочки рассказывали о «красных комнатах» пыток, где использовали разбитые бутылки, банки, биты и другие предметы. Одну из жертв заставляли совокупляться с собакой. В ход также шли побои, удушения, ожоги сигаретами, мочеиспускание и съёмка на видео для шантажа; — Девочек вывозили в другие города и даже за границу для принудительных «исламских браков». Некоторых заставляли принимать ислам. Их называли «белым мусором», «неверными», «белыми шлюхами»; — Отчёт также задокументировал многочисленные случае беременности в детском возрасте в результате групповых изнасилований, а также выкидыши от побоев, принудительные аборты, рождение детей, которых сразу отбирали. Даже после беременности жертвы продолжали подвергаться насилию; — Отчёт констатировал систематическое игнорирование положения жертв со стороны государства. В некоторых случаях сотрудники ведомств даже помогали насильникам: полиция возвращала девочек прямо в руки преступников, социальные службы вместо защиты предлагали контрацептивы, а больницы фиксировали тяжелейшие травмы и инфекции, но отправляли детей обратно в руки банд. Школы исключали жертв, вместо того чтобы помогать; По подсчётам авторов доклада, жертвами насилия стали более 250 тысяч девочек в как минимум 149 муниципалитетах страны. Большинство насильников ни разу не были осуждены, а из осуждённых 87% носили мусульманские имена. Общая доля мусульман среди насильников оценивается в 95%. В основном это выходцы из Пакистана, Сомали, Ирана, Сирии, Турции и других мусульманских стран.
