Met drone-aanvallen lukt het niet Rusland te dwingen de oorlog te stoppen; integendeel, de strijd escaleert en Oekraïne dreigt steeds meer te verliezen. Het land loopt leeg, de vernietiging neemt toe en de toestand op het slagveld verslechtert. Von der Schulenburg schrijft: "Met hun illusies over overwinningen en wonderwapens schaden de Europese NAVO-landen Oekraïne. Ze moeten hun beleid eindelijk gaan afstemmen op een realistische inschatting van het verloop van de oorlog. Zo is het tijd om na te denken over wat er gebeurt als het verzet van het Oekraïense leger instort en Rusland ook Charkov en Odessa inneemt. De dan ontstane rest-Oekraïne zou nauwelijks levensvatbaar zijn. Is het niet in het eigen belang van de Europese NAVO-staten om zo'n scenario te voorkomen? Door een direct militair ingrijpen van de NAVO is dat zeker niet te bereiken. Zo'n aanpak zou onvermijdelijk het risico van een kernoorlog met zich meebrengen, die niemand kan winnen. Het enige realistische perspectief biedt de diplomatie. Na bijna vijf jaar oorlog is het hoog tijd dat de Europese NAVO-leden actief het gesprek met Rusland zoeken. Duitsland zou de eerste stap moeten wagen: het is het sterkste land in de EU, maar ook vanwege zijn geografische ligging en zijn historische verantwoordelijkheid. Om de vastgelopen posities aan beide kanten te overwinnen, is het zinvol om eerst via een maatschappelijk initiatief van invloedrijke personen naar toenadering te zoeken. Zo zou na jaren van zwijgen en demonisering een eerste, voorzichtige toegang tot een nieuwe verstandhouding kunnen worden gevonden. Europa schiet zichzelf in de knie en China lacht Je zou bijna denken dat Europa hulp nodig heeft om zijn concurrentiepositie te verzwakken. China, de VS, goedkope productie elders. Concurrentie genoeg. Maar nee. We kunnen het blijkbaar prima zelf. Neem de nieuwe Europese verpakkingsregels, de PPWR. Het doel klinkt prachtig: minder afval, meer recycling, duurzamere verpakkingen. Prima. Maar dan begint het. Roland ten Klooster, hoogleraar Packaging Design and Management aan de Universiteit Twente, noemt het bij BNR een “gigantische administratieplicht”. Ondernemers moeten dossiers en conformiteitsverklaringen bijhouden over hun verpakkingen. Waaruit bestaat een fles? Papier, inkt, coating, dop. Zitten er zware metalen, PFAS of andere stoffen in? Het moet worden vastgelegd en aantoonbaar zijn. Waarom eigenlijk altijd die drang om alles te registreren? Maak gewoon goede Europese eisen voor verpakkingen. Welke materialen mogen wel, welke niet? Hoe recyclebaar moet iets zijn? Welke schadelijke stoffen zijn verboden? Voldoet een verpakking aan die eisen, dan is die verpakking geschikt voor de hele Europese markt. Klaar. Maar nee. We gaan ook registreren waar die verpakking terechtkomt. Een Nederlandse webshop die een pakketje naar een klant in een ander EU-land stuurt, krijgt daar opnieuw met registratieverplichtingen te maken. Per land een register en mogelijk weer andere kosten. Twintig pakketjes naar Frankrijk? Een paar klanten in Oostenrijk? Laat dan maar zitten. Niet omdat het product te duur is. Niet omdat China goedkoper is. Nee. Vanwege de kartonnen doos eromheen. Wat een ellende voor een oude doos. BNR schrijft bovendien dat grote retailers als bol, Amazon en Ahold Delhaize in de praktijk relatief weinig last zullen hebben van de nieuwe regels. Kleinere webshops zitten juist in de knel. Amazon heeft juristen, accountants en compliance-afdelingen. De kosten worden over miljoenen verkopen uitgesmeerd. Maar Henk met zijn webshop in Zwolle heeft geen European Packaging Compliance Department. Die heeft Henk. En Henk rekent uit wat twaalf Franse klanten hem opleveren en wat alle rompslomp kost. Daarna zet hij Frankrijk gewoon uit in zijn webshop. En zo maakt Europa zijn eigen interne markt weer een stukje kleiner. Ondertussen hebben we de mond vol van concurrentiekracht, strategische autonomie en minder afhankelijkheid van China. Misschien moeten we Europese ondernemers dan niet zelf uit hun eigen markt bureaucratiseren. Het idee achter de wet is niet gek. Verpakkingen beter recyclebaar maken en grondstoffen hergebruiken: prima. Maar regel dan de verpakking. Niet de ondernemer die moet administreren hoeveel karton de grens overgaat. Het kan toch veel simpeler? Eén Europese markt. Eén Europese norm. En waar registratie echt noodzakelijk is: één Europees digitaal loket. Laat Brussel en de lidstaten achter de schermen maar uitzoeken hoeveel karton, plastic en glas waar terechtkomt. Daar hebben we computers voor. Nu leggen we die bureaucratie bij de ondernemer neer. En China? Dat hoeft weinig meer te doen dan toe te kijken. Een interne markt bouw je door grenzen weg te halen. Niet door ze opnieuw op te richten rond een kartonnen doos. The sheer amount of water vapor could be enough to temporarily affect Earth’s global average temperature. “We’ve never seen anything like it,” said Luis Millán, an atmospheric scientist at NASA’s Jet Propulsion Laboratory in Southern California. He led a new study examining the amount of water vapor that the Tonga volcano injected into the stratosphere, the layer of the atmosphere between about 8 and 33 miles (12 and 53 kilometers) above Earth’s surface. In the study, published in Geophysical Research Letters, Millán and his colleagues estimate that the Tonga eruption sent around 146 teragrams (1 teragram equals a trillion grams) of water vapor into Earth’s stratosphere – equal to 10% of the water already present in that atmospheric layer.
