This round will take place closer to its participants, in Rome. •The 80th anniversaries of the Hiroshima and Nagasaki bombings are Thursday and Sunday. •Friday is the 100th anniversary of the first British Grand Prix, which took place over 110 laps near Weybridge, Surrey. Nine cars started and only three finished. At this year's British Grand Prix, by contrast, 22 cars started and only three did not finish. (Editor note: whomever sponsored that social media psyop must feel real consequences.) •At least 72 drowned on the way, and the tens of thousands that made it discovered a different reality than the one they were promised. With no shelter or aid awaiting them, many have voluntarily returned to Morocco - though around 400 holdouts are refusing to leave. •Though the short-lived crisis was mostly contained, it will have knock-on effects for Spain and its foreign relations. Italy's right-wing government pounced on the opportunity to criticize Spain's liberal immigration policy, and hardened its air and sea borders with Spain (even though the migrants that crossed into Ceuta had no way to reach mainland Spain, much less Italy). •The episode also raises awkward questions for Spain's relations with Morocco, whose normally-impenetrable border guards reportedly waved migrants through and even pointed them in the right direction. (Rabat blamed "criminal organizations" for the surge, without explaining how mobsters could've gotten control of border guards' hands.) •Reports of Moroccan compliance drew comparisons to a similar crisis in 2021, when Morocco encouraged an influx of up to 12,000 people into Ceuta in an apparent effort to extract more aid funding from Spain and secure Madrid's loyalty for Rabat's side of the Western Sahara debate. If Morocco did indeed knowingly condone this latest influx, too, it may have been over Spain's recent efforts to warm ties with Algeria, which viciously opposes Morocco's claim to Western Sahara. UKRAINE •Pres. Trump walked back an announced agreement to license Ukraine to build its own Patriot interceptor missiles, and said he's now "not sure" about granting the license because of the risk that "those people you give the technology, they could someday turn on you." He may also be concerned about the Iran war depleting the U.S.'s own stock of Patriots, and could want to reserve experts and assets to rebuild the U.S. arsenal first. •Separately, a female suicide bomber targeted a cafe in Moscow, killing three and wounding 21. The attack reportedly targeted a top Russian military commander, who escaped unharmed. •Russian authorities blamed terrorists - which is to say, Ukraine. (The Kremlin doesn't like to acknowledge other forms of terrorism - especially Islamic terrorism - within its borders, as doing so would pierce the veneer it strives to maintain of a united and inclusive motherland.) IRAN •Pres. Trump said Iran - as well as Qatar, Saudi Arabia, and the UAE - asked him to call off further planned strikes on Iran because "they think there's a deal" at hand. Again. Trump said the next round of talks would begin this afternoon. •Iran's Foreign Ministry denied having any plans to join talks with the U.S. - as it usually does just before joining talks with the U.S. PAKISTAN •The Tehreek-e-Taliban Pakistan (TTP) claimed an attack on a police station in the Swat Valley that killed at least 14 people yesterday. •Some of the victims were civilians and activists who'd gathered to protest against a recent rise in militant attacks (like this one) and to demand that police do more to stop them. •The Islamabad-based Pakistan Institute for Conflict and Security Studies estimated that at least 112 Pakistani troops and police died in militant attacks in July. That would make it the deadliest month for Pakistan's security forces in over three years. •Islamabad largely blames Afghanistan for the recent surge in violence. It accuses Afghanistan's Taliban government of harboring - and accuses India of financing - the TTP and the Balochistan Liberation Army, who are terrorizing Khyber Pakhtunkhwa and southwestern Balochistan, respectively. Of course, Pakistan's own internal security failings share some of the blame, too. ISRAEL •Israel cast doubt on the agreement announced last week that would see Hamas disarm (to an unspecified degree and by an unspecified deadline) in return for Israel's withdrawal from Gaza. •A spokesman for Prime Minister Netanyahu's office said Israel has "serious security concerns" about the deal and would not withdraw from Gaza until Hamas disarms. Hamas hardliners are unlikely to agree to disarm before Israel withdraws, so the deal looks like it'll go back to the drawing board.

He was an outstanding diplomat and member of the Mont Pelerin Society. Author of many books. We had a few differences of opinion, but we always had fruitful and cordial conversations, especially with Leonard Liggio. I wonder what he would be saying today on the current diplomatic issues between Argentina, Brazil, and the United States. His quote in Portuguese: "Universalmente, o público descobriu, como uma revelação súbita, que a culpa dos nossos males atuais cabe ao Estado forte e açambarcador, ao Estado burocrático repressivo."
