Scientifically, it is necessary to sterilize 70% of stray dogs within a short timeframe & sustain to reduce population, NGOs that secure contracts never actually do so. Even after 25 years of operation, they still lack necessary infra. Talk surrounding ABC is misleading rhetoric.
