ارتفاع الرقم لا يعني بالضرورة أن العراق يمتلك النسبة الأعلى من المحتوى الضار، إذ لا يوضح التقرير عدد الفيديوهات المنشورة أو المستخدمين في كل دولة، كما لا يقدم تفصيلًا كافيًا لأنواع المخالفات، لكنه يعكس تقدمًا واضحًا للعراق على المنطقة في المحتوى المحذوف.
حذفت منصة تيك توك خلال الربع الأخير من عام 2025 أكثر من 4.69 مليون فيديو في العراق بدعوى مخالفتها إرشادات المجتمع، حيث يمثل المحتوى المحذوف في العراق نحو 40% من إجمالي 11.7 مليون فيديو حُذفت في خمس دول من الشرق الأوسط وشمال افريقيا.

لهذا، فإن مكافحة التضليل لا تعني البحث عن الصور المفبركة فقط، بل تعني أيضًا الانتباه إلى المحتوى الحقيقي الذي يُعاد استخدامه بطريقة مضللة، لأن التضليل لا يشترط أن يكون عبر صناعة صورة او فيديو زائف، بل قد يبدأ بحذف جزء من الحقيقة، وإعادة توظيفها من جديد.
وفي هذا السياق ذاته، رصدت مبادرة أنسم في منصة The Checker الفاحص العديد من المنشورات التي استخدمت هذا السياق في التضليل اثناء فترة الإنتخابات، وعملت على إعادة اللقطات والروايات إلى سياقها الحقيقي المقتطع بغرض التشويه وإيضاحه للمتابعين.
في الفضاء الرقمي، لا يشترط أن تُفبرك صورة لكي تُستخدم في التضليل، أحيانًا تكون الصورة حقيقية، والفيديو حقيقي، وحتى المنشور حقيقي… لكن التضليل يكمُن في تفاصيل السياق.
إن بناء ديمقراطية أكثر شمولًا في التجربة العراقيّة لا يتطلب ضمان تمثيل النساء فحسب وفق لغة ارقام عابرة، بل يتطلب أيضًا حماية هذا التمثيل، وتهيئة فضاء رقمي يتيح لهن المشاركة بأمان وعلى قدم المساواة مع الجميع.
فالتمكين لا يُقاس بعدد المقاعد فقط، التي ترتبط اغلبها بكيانات سياسية ليس لأفرادها حرية التحرك بشكل مستقل في القضايا، بل بقدرة النساء على ممارسة العمل السياسي بحرية، والتعبير عن آرائهن، وخوض المنافسة الانتخابية دون خوف من التشهير أو الترهيب أو حملات الكراهية.
يلعب نظام الكوتا دورًا مهمًا لتعزيز تمثيل النساء في البرلمان العراقي، وأسهم في زيادة حضورهن داخل المؤسسة التشريعية، لكن هل يكفي الوصول إلى البرلمان لضمان مشاركة سياسية حقيقية وآمنة للنساء؟
