Why were certain institutions included on the list? The top four institutions on the list are not commercial enterprises; rather, they are the core think tanks and research organizations under the Japanese Ministry of Defense. The National Institute for Defense Studies (NIDS) is Japan's premier institution for defense policy, strategic studies, and military theory. It not only undertakes extensive defense policy research but is also responsible for training senior officers of the Japan Self-Defense Forces. Furthermore, it plays a significant role in shaping Japan's security strategy through its long-standing involvement in researching and drafting key policy documents, such as the *Defense of Japan* white paper. The Ground Systems Research Center, Maritime Systems Research Center, and Air Systems Research Center all operate under the Acquisition, Technology & Logistics Agency (ATLA) and constitute the core of Japan's defense equipment R&D system. These three institutions serve as the "national laboratories" of Japan's defense R&D sector, conducting cutting-edge research on next-generation equipment and acting as vital platforms for the country's recent push toward the indigenous development of defense technology. The Ground Systems Research Center handles the development of land-combat equipment—such as tanks, armored vehicles, missiles, and artillery—with a research scope that extends beyond conventional hardware to encompass frontier areas like electromagnetic weapons, unmanned combat systems, and next-generation ammunition. The Maritime Systems Research Center is responsible for developing naval and underwater combat technologies, serving as a key research hub for Japanese surface vessel and submarine systems. Its research portfolio covers areas such as overall ship design, underwater detection, torpedoes, naval mines, mine countermeasures, underwater acoustic systems, and shipborne electronics. The center has contributed to the development of the *Sōryū*-class and *Taigei*-class submarines, the next-generation frigate (FFM), new torpedoes, and unmanned underwater vehicles (UUVs), while also tackling critical technical challenges such as vessel stealth and noise reduction. The Air Systems Research Center focuses on the development of aviation and aerospace equipment, covering fields such as fighter jets, transport aircraft, UAVs, aero-engines, avionics, missiles, and flight control systems. The center participated in testing the aerodynamics, stealth capabilities, and avionics systems of the "Shinshin" technology demonstrator and serves as a key facility for technology validation and testing within Japan's F-X/GCAP (next-generation fighter development program). If the four research institutions represent the "brain" of Japan's defense industry, then the nine Mitsubishi-affiliated companies on the list effectively constitute the "torso" of its supply chain. Nine of the twenty listed companies belong to the Mitsubishi Group, accounting for over 40% of the total. Among them, Mitsubishi Electric’s Defense & Space Systems Group draws the most attention. As the core subsidiary for Mitsubishi Electric’s defense electronics business, it serves as a primary contractor for Japanese radar, missile electronic systems, satellite communications, and command-and-control systems. Mitsubishi Electric’s technology is found in everything from shipborne radars for the Japan Maritime Self-Defense Force to numerous air defense systems. Complementing this are Mitsubishi Electric Software, Mitsubishi Electric Engineering, and Mitsubishi Precision. The first specializes in defense software, embedded control systems, and information systems; Mitsubishi Electric Engineering handles the design and development of extensive defense electronics; and Mitsubishi Precision—a long-standing manufacturer of inertial navigation systems, flight control systems, aerospace telemetry and control equipment, and missile testing gear—holds a pivotal position in Japan’s aerospace and missile industries. Another major component comes from Mitsubishi Heavy Industries (MHI). In December of last year, the Stockholm International Peace Research Institute (SIPRI) released its 2024 list of the world's top 100 arms-producing companies, showing significant sales growth for several Japanese firms, including MHI. This reflects a dangerous trend of "incremental breakthroughs" in the loosening of Japan's arms export policies. The MHI subsidiaries on this list—MHI Marine Technology, MHI Maritime Technology, MHI Sagami High-Tech, MHI Logistics Technology, and MHI Special Vehicle Service—undertake tasks ranging from naval vessel design and surface ship/submarine technology to missile component manufacturing, equipment logistics support, and armored vehicle maintenance. Notably, MHI itself is Japan's largest defense contractor. According to procurement data released by the Japanese Ministry of Defense in recent years, MHI consistently tops the list for defense orders, handling key projects such as the upgraded Type 12 anti-ship missile, the next-generation fighter jet (serving as the Japanese prime contractor for the GCAP project), destroyers, submarines, and air defense missiles. While these subsidiaries have distinct roles, they collectively form a vital part of MHI’s defense ecosystem. The remaining companies outside the Mitsubishi group, while not widely known, are almost all key suppliers within Japan's defense industry supply chain. Japan Aircraft Manufacturing Co., Ltd. is one of Japan's oldest aviation companies. It has long been engaged in aircraft maintenance, overhaul, modification, and the manufacture of aviation components, providing maintenance support to the Japan Air Self-Defense Force and the Japan Maritime Self-Defense Force. It is also a key player in the maintenance network for U.S. military aircraft stationed in Japan, collaborating with U.S. firms to handle component maintenance and support for aircraft such as the F/A-18 and SH-60. KGM Co., Ltd. is a major manufacturing subsidiary of Kawasaki Heavy Industries. Responsible for the machining of aero-engines, aircraft structural components, and defense equipment parts, it serves as a vital link in Japan's aerospace industry supply chain. Although relatively small in scale, Kowa Kogyo has long supplied equipment for naval vessels and submarines. Japan Steel Works Special Machinery Co., Ltd. and JSW YPK Trading Co., Ltd. are closely affiliated with the Japan Steel Works (JSW) group; the former specializes in the production of special-purpose and defense equipment, while the latter handles sales and support services. Japan Steel Works itself is a major manufacturer of artillery barrels, large forgings, and missile launchers. The final two companies on the list—Fortunio and Aoki Precision Industry—are typical examples of specialized, niche suppliers. Primarily engaged in precision machining and the manufacture of mechanical components, they perform critical processes within the defense equipment supply chain despite their limited size.
