Today Israel took out Al Mansouri village's water tower - "killing all possibility of life here," according to the mayor. But there’s a much bigger problem than infrastructural destruction. This is Israel's template for territorial expansion: Israel issued a forced displacement order for Al Mansouri on August 5 - while Israel and Lebanon were negotiating in Rome, prompting a brief suspension in talks before they resumed. Since then, residents haven’t been able to return. Some 130 families had returned to the Lebanon-controlled side of the village following the ceasefire in June. Now, post-August 5, residents are prevented from returning to 100% of the village: daily strikes, shelling and artillery fire. The Lebanese army is also blocked from entering too. Turns out this wasn't a cute little temporary displacement order that allows people to return after a couple of airstrikes. The village is now fully depopulated and under de facto Israeli control. It was taken out of Lebanese control during a ceasefire, and while Lebanon was negotiating for Israel’s withdrawal.

WE NEED THAT MORATORIUM NOW The irrefutable argument Scotland has a live, accelerating pipeline of 24 hyperscale data centre proposals requiring up to 6,000MW more than 1.5 times the country’s entire peak electricity demand being assessed against a planning framework that predates the technology it is meant to regulate, with no binding definition of the term the government uses to justify approval, no mandatory environmental assessment for most sites, no community right of appeal, no water standard, and no published account of what any of this will cost in grid capacity, household bills, or climate impact. The government has been asked, formally and in writing, to pause. It has a direct, recent precedent for doing exactly that. It has declined not because it disputes the facts, but because it has chosen not to act on them. That is not a position. It is an absence of one. 1. THE SCALE IS NOT MARGINAL IT IS DESTABILISING 24 proposals. Up to 6,000MW. Scotland’s current peak demand: approximately 4,000MW. This was placed on the official parliamentary record by Ross Greer MSP on 18 June 2026 and was not disputed by the First Minister. This is not a planning question about individual sites. It is a question about whether Scotland’s electricity system can absorb a demand increase larger than the system itself, decided one application at a time, with no body responsible for assessing the total. 2. THE GOVERNMENT’S OWN DEFINITION IS CIRCULAR At FMQs on 18 June 2026, the First Minister defined a “green data centre” as one that “has been approved with due account taken of the environmental implications.” A green data centre is one that has been approved as a green data centre. There is no threshold, no metric, no standard capable of being failed. This is not a definition. It is the absence of one, dressed in the language of one! 3. THE EVIDENCE ALREADY EXISTS AND IT IS ALARMING This is not a hypothetical risk. The developer’s own Environmental Impact Assessment for the Larbert data centre required because Larbert, unlike most sites, needed one found that routine generator testing alone would produce 288 tonnes of nitrogen dioxide and nitrous oxide annually, and that nearby homes, a hospital, and a nursery could be exposed to nitrogen dioxide levels of up to 8,800 micrograms per cubic metre 44 times the safe hourly limit. This would rank a single “green” data centre among Scotland’s top 10 industrial polluters, ahead of Mossmorran and Peterhead. This is not campaigners’ projection. It is the developer’s own modelling, submitted as part of a planning application, because the law required it. 4. THAT EVIDENCE IS THE EXCEPTION, NOT THE RULE Six of the 24 current pipeline proposals have undergone no Environmental Impact Assessment at all confirmed by Ross Greer on the parliamentary record, unchallenged by the First Minister. Auchtertool, at 600MW twice the size of Larbert requires no EIA. If Larbert’s own documents reveal a potential top-10 polluter, the honest position is that nobody knows what the other six undisclosed sites would reveal, because nobody has been required to ask. That is not an acceptable basis on which to grant irreversible planning consent.

I am not an SNP member, but I have been following the rapid growth of large data-centre proposals across Scotland and the useful Notification Direction by Mary Goodlad issued on 17 August. In the spirit of her intervention I have drafted an outline of a possible branch motion that builds directly on that Direction, acknowledges the branches currently most affected, and suggests exploring any future statutory green data-centre / closed-loop water standard through the proper Resources and Waste Common Framework route (so that Internal Market Act issues are handled correctly). For the attention of all SNP branch members, delegates & office bearers preparing for Assembly & National Conference: With the 17 August 50MW+ data centre Direction now live, rural branches need enforceable policy not just ad-hoc call-ins. Here is a comprehensive Model Motion you could discuss directly with your branch: Motion Title: Protecting Rural Communities & Natural Resources Advancing Beyond the 17 August Data Centre Direction Notes: Scottish Ministers issued the 50MW+ Notification Direction on 17 August, triggering welcome EIAs at Auchtertool & Wester Hermiston. But Scotland's pipeline exceeds 6,000–9,000MW more than double peak winter grid demand (~4,000MW). Notes Further: Directly impacted branches span Fife, Edinburgh, N. Lanarkshire, E. Ayrshire, Borders, Falkirk, Argyll & E. Lothian. No statutory "green data centre" definition exists allowing massive diesel backup banks (e.g. 200 generators at Larbert). Data centre water draw quadrupled 2021–25 amid SEPA water-scarcity alerts.  Calls on conference to institute a presumption against development on Class 1/2 prime farmland & greenbelt, enforcing brownfield-first regeneration. Amend the 2017 EIA Regulations to classify all data centres >10MW as Schedule 1 (mandatory EIA for all).  Calls on conference to (cont.): establish a statutory "Green Data Centre" standard (mandatory closed-loop cooling, strict PUE, no fossil backup) insulated via the Resources & Waste Common Framework against UK Internal Market Act risks. Mandate Successor-Bound Section 75 agreements. Enact a temporary pause on determining hyperscale greenfield/greenbelt applications until this national cumulative planning & water framework is operational. Believes: High environmental standards protect rural communities, assert energy sovereignty, and stop speculative land-flipping. If you are an SNP member in an impacted area, feel free to adapt, and propose this at your next branch meeting. Scotland’s transition must serve the common good not deregulated land speculation.

Backed by the UK National Wealth Fund, it’s a textbook example of Westminster agendas defining Scotland’s resources leaving our communities to bear the environmental and grid costs while real control sits elsewhere. Mass data centres demand staggering amounts of power, land, and continuous backup energy. When Westminster directs the strategy, Scotland risks becoming an energy battery for external corporate priorities. The reality for rural Scotland? Massive grid strain, vast land use, diesel backup banks, and biodiversity pressure with barely ~200 permanent operational jobs. If rural communities feel our environment and energy are being exploited without democratic control or lasting local benefit, the political fallout will be long term. Voters will not back a transition where corporate hyperscalers drain our resources while local energy bills stay high. Holyrood has environmental levers, but zero say over the macro grid or market design. Scottish Ministers are constantly forced to mitigate Westminster’s framework: John Swinney & Stephen Flynn managing inward investment vs net-zero realities Gillian Martin & Stephen Gethins balancing grid constraints, water use, and renewables Jenny Gilruth & local planning boards facing the brunt of community backlash Mitigation is not power. Under an independent Scottish energy strategy, we wouldn't just manage the fallout of UK industrial policy. We would: Mandate true 1:1 renewable additionality and local co-ownership from day one Prioritise domestic grid capacity and community wealth over speculative private wire Fully protect rural environments and water supplies with enforceable national mandates That is why the de facto referendum / plebiscite motion at your next conference is not an abstract constitutional debate it is our immediate practical necessity. Every month we delay establishing an explicit electoral mandate is another month our land, water, and energy grid are leveraged under Westminster priorities we do not control. When you vote on the plebiscite/de facto motion in the hall, push for it with us your neighbours and communities in mind No half-measures, no kicked cans down the road. If we want an economy that serves Scottish communities rather than external corporate extraction, we need the full powers of independence now. Pass the motion. And let’s mobilise immediately.
