The Hashemite Sharifs of Mecca and the Ottoman administration in the Hejaz were both corrupt.
There was a well-established system in which the Sharifs, Valis, Pashas, & Defterdars shared the donation bounty among themselves.
Emperor-Caliph Aurangzeb called this out and argued that the wealth should be instead donated to the poors of "this" country (India).

In 1785, Tipu Sultan demanded that the Ottoman court allow him to build a canal bringing the waters of the Euphrates to the town of Najaf, the burial place of Hazrat Ali.
The Ottoman Wazir mocked the plan and the Sultan denied it. Still, while Tipu failed, Indian Muslims succeeded in exclusively financing two canals connecting Euphrates to Najaf: Al-Hindiyya and Al-Asafiyya.
These canals greatly improved the agricultural output of the entire region and were of great economic significance.
“According to the British consular report, Sheikh Wadee of the Zubaid tribe farmed revenues at Hindiya that were fixed at 2,000 purses (1 million kuruş or 120 million akçe). It appeared that the lands watered by the Hindiya Canal and the other offshoots from the right bank of the Euphrates were assessed in the registry at a sum of 3,500 purses (1.75 millon kuruş or 210 million akçe), yet the sheikh had been permitted to collect 21,000 purses (10.5 million kuruş or 1,260 million akçe) from them.”
