Đọc kỹ thì thấy report đang nói ngược lại đúng cái narrative mà crypto space vẫn lặp đi lặp lại: stablecoin sẽ giết ngân hàng, giết SWIFT, giết hệ thống cũ. Có vài điểm đáng nói. 1. Vì sao stablecoin, vì sao lúc này Thị trường stablecoin đạt ~316 tỷ USD (tháng 4/2026), Citi dự phóng 1,9 nghìn tỷ (base case) đến 4 nghìn tỷ USD (bull case) vào 2030. Luận điểm chính: stablecoin đang chuyển từ cặp giao dịch crypto thuần túy sang lớp settlement nền tảng cho hệ thống tài chính tokenized hóa. Động lực: ma sát trong correspondent banking, nhu cầu rail thanh toán lập trình được, và khung pháp lý bắt đầu rõ ràng (GENIUS Act, MiCA). Bức tranh pháp lý toàn cầu Bốn "neo" pháp lý chung xuất hiện ở mọi nơi: (1) cấp phép issuer (2) reserve backing 1:1 + quyền redeem rõ ràng (3) disclosure/audit reserve định kỳ (4) kiểm soát AML/CFT. - Mỹ (GENIUS Act): ký 18/7/2025, cấm trả lãi/yield cho holder (định vị là công cụ thanh toán, không phải deposit). Đang rulemaking tích cực: OCC (2/2026), FDIC (7/4/2026), FinCEN/OFAC (8/4/2026). Khung vận hành đầy đủ từ tháng 1/2027. - EU (MiCA): có hiệu lực từ 30/6/2024, phân biệt ART (đa tài sản) vs EMT (đơn tiền tệ). Tính đến 4/2026: 14 sàn có CASP license, hơn 40 token đã bị delist khỏi sàn tuân thủ EU, deadline 1/7/2026 buộc entity không license phải dừng hoạt động EU. USDT đã lấy license EU. Consortium 12 ngân hàng (Qivalis) nhắm ra mắt euro stablecoin nửa cuối 2026. - UK: luật thứ cấp dự kiến trong 2026; BOE đề xuất trần nắm giữ (£20k cá nhân, £10tr tổ chức) để hạn chế rủi ro rút tiền gửi ồ ạt. - Singapore: MAS framework từ 2023, yêu cầu 100% reserve chất lượng cao, redeem trong 5 ngày làm việc. XSGD (StraitsX) đã lên Coinbase 10/2025. - Nhật: giới hạn issuance cho ngân hàng/trust company có license, luật bảo thủ hơn. JPYC ra mắt 27/10/2025. Ba ngân hàng lớn (MUFG, SMBC, Mizuho) đã pilot. - Hong Kong: Ordinance hiệu lực 1/8/2025, phân phối retail chỉ qua issuer có HKMA license. 10/4/2026 HKMA cấp 2 license đầu tiên cho HSBC và Anchorpoint (liên doanh Standard Chartered HK, HKT, Animoca Brands). - Brazil: ~90% hoạt động crypto ở Brazil liên quan stablecoin với mức độ rủi ro pháp lý cao nhất khu vực. Phân loại thanh toán stablecoin là giao dịch FX, giới hạn giao dịch 100k-500k USD. - Argentina: dỡ bỏ phần lớn kiểm soát ngoại hối "cepo cambiario" năm 2025 nhưng stablecoin vẫn chiếm ~60% khối lượng giao dịch crypto trong nước. Insight chiến lược cho tổ chức đa quốc gia: thiết kế theo "mẫu số chung cao nhất" (highest-common-denominator controls), tách entity pháp lý theo jurisdiction khi cần, và theo dõi cơ chế công nhận lẫn nhau trong tương lai và có những lo ngại liên quan tới chủ quyền tiền tệ. 4. Cách tham gia hệ sinh thái stablecoin Đây là phần "chọn nước đi" và có 4 pathway chính: - #1: Trở thành issuer: thực hiện trực tiếp / qua consortium / issuer-as-a-service. Kiểm soát cao nhất nhưng gánh nặng compliance/vận hành nặng nhất. - #2: Facilitate mà không phát hành coin: thanh toán, on/off-ramp, custody PSC, custody reserve asset, capital markets, hạ tầng "stablecoin-as-a-service". Insight: nhiều tổ chức thu giá trị đáng kể ở đây mà không phải gánh rủi ro issuer đầy đủ. - #3: Tokenized deposit: hướng đi tự nhiên hơn cho ngân hàng vì khớp với khung prudential sẵn có. - #4: Wait and see: theo dõi nhưng vẫn cần đánh giá sẵn sàng vận hành/pháp lý liên tục. 5. Lộ trình triển khai Trình tự được khuyến nghị (không phải quyết định một lần mà là chuỗi tuần tự): lập leadership team liên chức năng → market engagement → thiết kế business model → xác định use case cụ thể → đánh giá capability gap (AML on-chain, custody/key management, thuế, reserve reporting) → chọn vendor → risk management/new product approval → pilot → go-live production. Insight nổi bật nhất trong phần này: các tổ chức đi trước thường thất bại vì bỏ qua thứ tự. Một vài sai lầm như đi vào vendor/tech trước khi rõ business model, hoặc launch pilot trước khi có business case rõ ràng, gây "rework". ~~~ Một câu quan trọng đáng nhớ trong report: pilot dùng để đánh giá cả công nghệ và mô hình vận hình.
