If the Russian state believes its national security rests on fear of its military power, and its poor performance in war has undermined that fear, then it may calculate nuclear use as a means of restoring fear. Whether fear is sound strategy re security dilemma is another story.
Putin would achieve no military or political objective from attacking Ukraine with a nuclear weapon. No surrender from Ukraine. No support from world. Little support inside Russia. So he only does it if he’s not rational. Is he truly crazy? I don’t think so. Your thoughts?
@AlecStapp Depends on what you mean by "state capacity." If the model of "state capacity" is China -- as suggested by the example -- then I disagree that it's "good." I'll take a "weak" state -- i.e., one with limited powers and internal restraints -- over a totalitarian one any day.
Putin is simultaneously eroding both the "nuclear taboo" and the "biological weapons taboo" within the context of the war on Ukraine, undermining decades of international effort to make these weapons "unthinkable".

@ProfPaulPoast To this I would add that Du Pont — one of the biggest producers of CFCs — actually came out in favour of the Protocol once a substitute emerged. This hasn’t been replicated by the fossil fuel industry adopting renewables.

When Mearsheimer argues that Russia only wants to stop NATO expansion (not maximize power until it becomes a "regional hegemon") and that we should trust Putin's words (rather than mistrust his intentions), it really begs the question: "Is anybody still a Realist?"
