Do not just ask how much was spent. Ask what made up the total. 4. The Warning Signs Institutions often know about problems before the public does. Look for risk assessments, audit notes, staff warnings, rejected options, delayed recommendations, unresolved issues, performance concerns, and internal disagreement. The important records are often not the final report. They are the warnings before the final report. 5. The Metrics This is where a lot of truth hides. Ask: What did they measure? What did they not measure? Were averages hiding problems? Were the metrics internal convenience measures or real-world experience measures? Whoever defines the metrics controls the version of reality people see. 6. The Timeline Build a timeline. Do not trust memory. Use dates. Track: When the problem first appeared. When staff knew. When management knew. When the board knew. When the public was told. When money was approved. When the project changed. When the explanation changed. A timeline makes patterns visible. 7.
