The punctuation in that sentence matters. Carefully look at where the commas are placed between foreigners, aliens, and families of ambassadors. The definition of foreigner is a person who comes from a different country. The definition for alien is any person who is not a citizen or a national of that specific country. This seems clear to me.

It's only a matter of time before this is overturned. This was never about law and order, just a ploy to get Trump by any means necessary.

In 1996, Congress passed a law creating a special fast-track deportation process (“expedited removal”) for illegals who have been inside the US for 2 years or less. After adoption, it was never applied outside very limited circumstances. In 2004, the Bush Administration published a notice in the Federal Register limiting expedited removal (ER) to within 14 days and 100 miles of the border. In the first Trump Administration, DHS extended ER to the full statutory construction enacted by Congress — it was immediately blocked by a federal judge. The Biden Administration later formally restored the Bush policy. On the first full day in office, January 21, 2025, President Trump’s DHS again restored the long-unenforced statute, and was again blocked by a rogue judge. Today, the an appeals court has finally vacated that injunction.
