Those designations exist because the CBI and MoP were conduits for IRGC-QF revenue generation. Authorizing their oil transactions is authorizing the IRGC's cash flow. Iran's FY2025/26 budget allocates 1/3 of all oil exports (~583K bpd, valued at $12.4B) directly to the armed forces — IRGC, Army, LEF — to sell on the market.

I can now confirm that Israel formally requested access to the Iran MoU and was denied. A remarkable and highly unusual development between close allies on an issue of such critical national security importance.

After you read this report by @BarakRavid you can understand why Israel is so worried about this. Israel probably has access to the same intel (if not better) and they detect how Iranian decision makers are not planning to give anything substantial on the nuclear front. If that will be the case then what? Trump will already be focused on a different matter, and Israel will be stuck with a more extreme Iran that has the capacity and maybe the will to build a nuclear weapon

Israel sent Iran a strategic message this morning: we act independently. President Trump might have told Israel not to act in several interviews, but in the end Israel did what it believed it needed to. While this appears to defy Trump, it could just as easily have been coordinated - America stays out of this round, but Iran learns that Israel is prepared to act with or without the US. And that message matters because Iran had been playing America for a fool. It dragged out the talks while continuing to destabilize the region - attacking the UAE, Bahrain and Kuwait (remember the attack on Kuwait’s airport a few days ago?). Then came yesterday’s missile attack on Israel. Beyond the immediate threat, it carried a message that Iran still believed it could dictate the rules of the game all over the Middle East including in Lebanon. This was not a regime acting like it was about to make a deal or wanted to compromise. It was acting like a regime that believed it was immune and that Trump was so desperate for a deal, that he would do anything to avoid a new round of fighting. This morning, it learned a different lesson.

This. Is. Incredibly. Dangerous. If Trump’s response to direct Iranian ballistic missile attacks (be it against UAE, Kuwait, Bahrain, and now Israel) is to call for a return to talks, the regime will indeed have created the new strategic equation it tried to create in 2024.

Tehran is well-versed in psychology. They know Trump is not eager to restart kinetic action so they are trying to establish a new deterrence regime. If the White House prevents Bibi from an appropriate response, the IRGC will set the terms in future "peace talks."

The first line says it all. “IRGC: If attacks expand, our response will be more devastating.” The regime is hoping Israel absorbs the strike & America prevents any kinetic response. This would create a new normal, locking-in Iran’s ability to overtly weigh-in & save proxies.
