Providence Magazine will host its monthly foreign policy luncheon on Thursday, July 23rd, with Dr. George E. Bogden, J.D., D.Phil., @GEBogden Senior Counsel for Trade at Continental Strategy as our speaker.
Dr. Bogden will speak on “The Budapest Memorandum: Ukraine’s Nuclear Disarmament and the Limits of Security Assurances.” Drawing on extensive archival research for a book in progress, as well as interviews with senior officials involved in shaping the agreement, Bogden will discuss how the 1994 memorandum came together, what its participants believed they were promising, and what its breakdown means for Ukraine, nuclear nonproliferation, and the credibility of future security assurances.
The luncheon will begin at 12:00 p.m. on Thursday, July 23, at the offices of the Institute on Religion & Democracy, located at 1023 15th Street NW in Washington, D.C. To attend, please RSVP at
