Governor, some background you may be interested in knowing... “And subject to the jurisdiction thereof” was formally proposed by Michigan Senator Jacob Howard on May 29, 1866. This additional wording was approved two days later after lengthy debate by the Senate. On May 30, 1866, Howard explicitly defined the purpose of this clause: “This amendment which I have offered is simply declaratory of what I regard as the law of the land already, that every person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law, a citizen of the United States.
