@edfischman @ThunderWolf08 If I remember correctly the original traffic study estimated removal would add a <1 minute delay for trips utilizing the eastern portion that has already been filled. The conclusion was most through traffic could be served just as quickly via a more direct street route.

Never forget that when Seoul, Korea removed the Cheonggyecheon expressway in 2003 and replaced it with a restored stream, 1000 acre park and improved transit, not only did it transform the city’s public life & economic success, but the traffic got better. The traffic got BETTER.

Proper highway removal has proven incredibly effective in Rochester. Upcoming projects should follow suit by downsizing frontage streets and rebuilding the grid. Replacing a viaduct/trench highway with a 6 lane wide boulevard is not highway removal, it is highway modification!
