Otto Strasser’s account of their May 1930 confrontation has him pressing Hitler directly on nationalising industry, and Hitler refusing flat out, arguing that expropriating owners would wreck progress and that the state’s job was to supervise rather than to own. Strasser published that after the split, so read it with care. But nothing Hitler did over the next fifteen years contradicts a word of it. Who put Hitler in power? Hitler entered the Chancellery on 30 January 1933 in coalition with the German National People’s Party. The cabinet contained three Nazis. Papen thought he could be managed. Alfred Hugenberg, media magnate and leader of the conservative nationalists, took Economics and Agriculture. Conservative elites installed him because they were more frightened of the Communists than they were of him. Yes, the 1920 programme carried anti-capitalist planks. The 1937 Stock Corporation Law then set a minimum capital of half a million Reichsmarks for new joint stock companies, forced smaller ones to dissolve, and strengthened management against shareholders. The 1933 Compulsory Cartel Law let the state force firms into cartels, which is a machine for protecting incumbents and strangling new entrants. The Mittelstand got rhetoric. Concentrated capital got the statute book. The privatisation record: Nazi Germany was the only country in the Western world running large-scale privatisation in the 1930s, at the exact moment everyone else was nationalising in response to the Depression. Germà Bel documented this in the Economic History Review: United Steelworks, the big commercial banks taken into state hands during the 1931 banking crash, the Reichsbahn, the shipyards, the shipping lines, and a wave of municipal utilities handed back from local public ownership to private operators.
