Union negotiated COLAs alone generally ensure all municipal budgets will grow year over year short of continued reduction of service. Same for cost of goods (DPW), contracted services, capital projects, etc.

@DonnieReynolds4 @Fire5280 Your taxes are based on what it costs to run your town that year. Not assessing current value would place an incredibly high % of tax burden on a new homebuyer. Imagine moving into a town of 10,000 people but you personally owing 1% of the total municipal cost?
