@Brenna_W2020 My understanding is that data publication and article publication have become two separate entities. Scholars can now make their datasets and other research docs available through institutional repositories and those are not part of any journal articles.
The National Science Digital Library had its funding discontinued in 2011 after 10 years of support for digital resources in STEM disciplines. The evaluation report is here rand.org/pubs/research_…, but it's hard to tell what they found wrong. Anyone has a clue?

@Brenna_W2020 Scientists are, as one might expect, caught in the middle here: even though OA reqs aim at changing the behavior of subscription-based journals, funding (with OA reqs) goes to scientists & journal's impact scores is a factor in publishing decisions.
An interesting point made: our understanding of museums shifts when we attend to what they show vs what they store:
