@ThiruGeneva @OlgaGurgula Article 23 of the proposal amends existing Regulation (EC) No 816/2006 by Article 18a and Article 18b. Article 18a lays down rules on the grant of a Union compulsory licence for purposes of exporting medical products to third countries with public health problems.
